Setup
Getting started with Carbonite is a snap. The basic Home edition works with both Mac and Windows, while the two premium options only work on Windows. You can try out Carbonite using its free 15-day trial. Several competitors offer free service for smaller data limits?SOS and IDrive ($49.50 per year, 3.5 stars) give you 5GB free, while MiMedia ($9.99 per month, 3.5 stars) offers a whopping 7GB for free. No credit card is required for the Carbonite trial, but after the trial period the service will cost you $59 a year for unlimited back up storage of one PC.

The last wizard page before you actually start backing up helpfully tells you what will not be backed up. In addition to the already mentioned types it also includes data on external drives and files over 4GB.

I first selected the automatic option, which I could later modify. Carbonite doesn't let you specify a file type you want backed up, wherever it is on the PC?say you happened to save a .doc file quickly to an new folder that Carbonite didn't know about yet?or even the wrong folder. When I changed an image file and chose "Back this up as soon as possible" I expected Carbonite to make this its next order of business, but many other files were backed up while I waited. After a Pause and resuming, my test file was backed up.

Another thing Carbonite's doesn't support is backing up external hard drives, USB drives or network drives?unless you spring for the premium editions, and in that case, you still don't get network drives, just one external drive. SOS Online Backup does. Carbonite does let you back up open files, such as your Outlook .PST file. I tested this with an open Excel file which I changed and then requested ASAP backup from the right-click menu. With the file still open, I saw both versions in Carbonite's virtual drive.

Since Carbonite by default uploads whenever you add or change files, there's no need to set a schedule for backup and upload, but you can from Settings if you prefer.

Using a 2.53GHz Core 2 Duo laptop with 3GB RAM, a mixed bag of 100 files equalling 100MB took Carbonite 4 minutes 36 seconds, while needed SOS just 4 minutes to process, upload, and verify.     LONDON/OSLO (Reuters) - A cloud of explosive natural gas boiling out of the North Sea from a leak at Total's abandoned Elgin platform forced wider evacuations off the Scottish coast on Tuesday as the French firm warned it may take six months to halt the flow.

    Dubbed "the well from hell" by a Norwegian environmentalist who said the high pressure of the undersea reservoirs in the field made it especially hard to shut off, a plume of gas was visible over the platform, officials said, and a sheen of oil, also produced from the rig, was spreading over the water.

    Officials imposed an air and sea exclusion zone around the platform, which had been pumping 9 million cubic meters of gas per day or three percent of Britain's natural gas output and lies some 150 miles east of the city of Aberdeen.

    A senior Total manager said the firm was looking at two main options - drilling a relief well, which could take six months, or the faster - potentially riskier - alternative of sending in engineers to "kill" the leak affecting a platform that also accounts for some 5.5 percent of Britain's total oil production.

    But, Total manager David Hainsworth added: "The well itself could die on its own. This is the dream option."

    Otherwise, "There are two options for intervening," said Hainsworth, who is health, safety and environment manager at Total Exploration and Production UK Ltd. "One is drilling a relief well which could take about six months. The other is a platform intervention to kill the well," he told Reuters.

    "This would be a faster option," he added, saying a decision on how to tackle the problem would be taken in the coming days.

    "We are exploring all the options and we are looking at what-if scenarios."

    As well as flying in 10 to 20 specialist engineers, Total has enlisted the services of Wild Well Control, which was heavily involved in efforts to cap BP's Deepwater Horizon oil spill in the Gulf of Mexico in 2010, the worst in U.S. history.

    Total's shares dived nearly seven percent in a flat market on Tuesday as it scrambled to present a strategy to deal with the production, safety and environmental issues arising from the rupture of what it called a non-producing gas reservoir where engineers had done some work on a plug a few weeks ago.

    As well as gas, Total said Elgin also produces 60,000 barrels per day (bpd) of light crude oil, exported via the BP-operated Forties pipeline system. Britain's total output last month was 1.09 million bpd.

    Britain's energy minister Charles Hendry played down the extent of leaking oil, which is a light form known as condensate, spreading over the surface: "Some metric tons of condensate have escaped," he told Reuters. "The size of the sheen is one-sixteenth of the size of an Olympic swimming pool."

    "Any leak we take very seriously and I think the right measures have been taken What we've identified, procedures appear to have been followed properly."

    Shipping was ordered to come no closer than two miles from the Elgin platform and aircraft no nearer than three miles if they flew lower than 4,000 feet - effectively shutting out helicopters but not affecting airline traffic.

    Shell cut staffing at two of its nearby facilities, the Shearwater production platform, which continued pumping oil, and the Noble Hans Deul exploration rig, which suspended drilling.

    Total also said that it had suspended drilling development work at its West Franklin site.

    Elgin's gas flows through the SEAL pipeline to the Bacton terminal. British gas prices for this week extended gains, rising close to four percent to 57.7 pence per therm.

    Hainsworth said that some weeks ago Total engineers had decided to pump in mud to piping on a gas reservoir that had been plugged about a year ago. This recent operation appeared to have been resulted in the escape of gas: "We believe the leak is coming out of the outer casing of the well," Hainsworth said.

    The leaking reservoir is above the production reservoir, which lies 6,000 metric tons - nearly four miles - below the seabed.

    "WELL FROM HELL"

    British officials said the gas, containing poisonous hydrogen sulphide - familiar from the smell of rotten eggs - should disperse in the atmosphere. But it poses a risk to anyone close to the source, making capping the well complex.

    Poison in the gas could also threaten fish and other marine life nearby, although the rate at which it dissipates in air and water meant it was not a significant threat to people on land.

    Environmental campaigners have been critical.

    "This is the well from hell," said the activist, Frederic Hauge, head of Bellona, a leading Norwegian group that closely monitors the oil industry. "This problem is out of control."

    Platform staff had struggled for 14 hours to contain the leak before having to evacuate early on Monday, said Hauge citing anonymous sources involved in the incident whom he said Bellona had spoken to. "They saw the sea bubbling with gas under the platform," he said. "This is quite shocking.

    "This situation is only going to get bigger and bigger."

    Greenpeace used the accident to criticize new incentives offered by the British government for deep water drilling west of Shetland and called North Sea energy production dangerous to those working there and damaging to the environment.

    But Martin Preston, a marine pollution expert from Britain's Liverpool University, said that while there appeared to be a "cocktail" of noxious and explosive material escaping into the air and water, the impact seemed much less serious than that of the Gulf of Mexico oil spill two years ago: "We're not talking about anything like that," Preston said.

    Methane gas in high concentrations as it emerges would risk blowing up, hence the need to clear the area, while of hydrogen sulphide he noted: "If there's a lot of it being belched out, it's horribly poisonous." However, the gas decays rapidly in air and poses little threat beyond the immediate vicinity.

    The surface oil slick formed by gas condensates should, Preston said, evaporate fairly quickly, particularly in the mild, breezy conditions on the North Sea at present.

    Total removed all workers aboard the Elgin rig on Sunday, shutting down oil and gas production and reporting no injuries.

    Care had been taken to avoid any ignition of the gas.

    Memories are still raw in the North Sea industry of the Piper Alpha platform fire 24 years ago, when 167 people were killed in the world's deadliest offshore oil disaster.

    Shell described as a "prudent precautionary measure" the removal of some workers from its two platforms nearby.

    AP Interview: Mali coup head dismisses countercoup

    BAMAKO, Mali (AP) ? Mali's U.S.-trained coup leader said Saturday he is in control of the country, has no fears of a countercoup and wants peace talks with the rebels whose northern rebellion was the trigger that led him to oust a democratically elected president.

    Capt. Amadou Sanogo, who appeared exhausted, his voice hoarse, stressed the importance of unity for the West African nation in an exclusive interview with The Associated Press at Kati garrison outside Bamako, the capital. What started there Wednesday as a mutiny of low-ranking officers and rank-and-file soldiers turned into a full-blown coup d'etat.

    "Tuareg people in the north, Arab people, are our brothers. ... I want all of them to come to the same table right after this interview, my door is open, we should talk about this process," Sanogo said.

    Sanogo's ouster Wednesday of President Ahmed Toumani Toure just five weeks before he was to step down after presidential elections threatens the cause of democracy in a region prone to coups and jeopardizes Mali's standing at the heart of the Western-backed fight against Africa's thriving wing of al-Qaida.

    The European Union, the World Bank and the African Development Bank all have suspended aid because of the coup, and the African Union has suspended the country's membership. The United States is considering suspending all but humanitarian aid.

    "Right now I'm in control of all the country," Sanogo, 39, said confidently.

    But rebels seeking to create a separate state in northern Mali for the nomadic Tuareg people have taken advantage of the power vacuum to advance to the gates of the strategic northern town of Kidal. Soldiers are deserting by the dozens while others are retreating without a fight amid disarray in the army command, a senior rebel commander told the AP on Thursday. The rebels are led by battle-hardened colonels who fought in the army of Libyan dictator Moammar Gadhafi before returning home heavily armed.

    Mali's land borders and airspace remained closed Saturday, trapping thousands of visitors including three African foreign ministers who were there for a meeting. The country has been under a curfew since the coup.

    Sanogo would not say where Toure is, or even if he knows his whereabouts.

    "As a soldier, I have my secrets," is all he would say.

    Pushed about whether Toure is protected by any soldiers, he said "Not even one."

    He was contradicted by one officer who told the AP that a handful of the red-bereted parachutists who made up the presidential guard remain with the toppled leader. The officer spoke on condition of anonymity for fear of reprisals.

    The African Union also said Thursday that it has information that Toure is safe, under the protection of Red Berets at a location not far from Bamako.

    Sanogo, however, claimed the Red Berets were with him, and at least three soldiers in his office at Kati garrison sported red berets.

    The putschists have also arrested at least three Cabinet ministers, but the whereabouts of Defense Minister Gen. Sadio Gassama are unknown.

    Sanogo says he acted Wednesday to avert a national security crisis because the government was not providing the arms and ammunition needed to fight the rebels, who have killed scores of soldiers.

    On Friday, state radio and TV went dead for about an hour and troops set up barricades around its downtown headquarters, raising speculation that a countercoup was in progress. Rumors coursed that Sanogo was wounded, even dead.

    But the television station flickered back to life, and later showed Sanogo in a room of soldiers wearing different uniforms and berets, which the coup leader said indicated they were members of the police, the paramilitary gendarmerie and the Red Berets. It was a show of unity meant to dispel reports of a divided army.

    When asked about a countercoup, Sanogo calmly responded: "To be honest, I don't fear."

    The Africa Command of the U.S. Defense Department confirmed that Sanogo received basic officer training in the United States as well as participating in several other training programs there.

    State TV and radio on Saturday repeated warnings for soldiers to stop the pillaging that began Friday, when soldiers were stealing everything from people's cars to bananas being sold by vendors on street corners.

    State TV and radio were also broadcasting a communique urging gas stations to reopen. They had closed because soldiers had been ordering their vehicles refilled without payment.

    Saturday morning, major stores and the city's downtown market remain shuttered. People fearful of more trouble rushed around small grocery stores and roadside vendors to stock up on food supplies. Cars returned to the streets as the looting subsided.

    Sanogo played down any chaos.

    "People are starting with their daily life, the market is open, transportation has been going on now. I believe I am getting closer to what I promised to my people," he said.

    But he has offered no clear agenda.

    "I'm scared to say it but it must be said: We can never put our confidence in a young soldier with a gun," said Kalifa Keita, 30, who was buying goods from a street vendor in downtown Bamako. "The problem is that these things take time to resolve, and that makes me afraid."

    This week's coup represents a major setback for the nation of 15.4 million at the bottom of the Sahara desert. Although Toure initially took power in a 1991 coup, he became known as the "Soldier of Democracy" because he handed power to civilians, and retreated from public life. Years later he re-emerged to win the 2002 election and was re-elected in 2007.

    A dozen candidates were running in the April 29 vote, which is now in jeopardy.

    Partitioning software ruined my Windows 7 !

    I bought this Acer laptop about three months ago, and it had only 1 C: partition. The OS is Windows 7 Ultimate and it has worked smoothly and fine until yesterday.

    Yesterday I wanted to install Linux Ubuntu and so I had to create a new partition. To do that I downloaded this EaseUS Partition Manager for home users and everything went fine until the software restarted the system to apply the orders I had given. It was blocked right in the beginning and it stayd like that for about an hour. I realised that something wasn't right and restarted the laptop. Then I got this error message saying that I have to insert the Windows 7 original installation CD and to repair the system. I did not do that, but instead a I download a System Recovery CD for 64 bit systems via torrent and burned it to a CD, put it in the laptop and thankfully that fixed everything.

    But I still hadn't created the partition I needed. Today I downloaded another software from the internet that looked strangely similar with the one I used last night, but had a different name. And this time, the partition C: was resized, but it couldn't create the other partition, yet again. And the destructive effect it had on my system is that all the drivers are uninstalled or corrupt and almost every other software is not working ( even Windows Explorer is freezing all the time when I try to open something ).

    I am downloading a Windows 7 Ultimate via torrent because I wanna try and do a repair, but is there anything else you guys would advise me to do ? Something that can be easier than a full system repair ? And someone please tell me a reliable partitioning software because I really need to install that Ubuntu.

    Obama, GOP vie for upper hand on energy

    BOULDER CITY, Nev. (AP) ? Wooing a nation of increasingly angry motorists, President Barack Obama and his Republican rivals are all plunging into gas-pump politics, seeking the upper hand as energy becomes a driving issue in the election campaign.

    The president is defending his energy agenda this week, traveling Wednesday to a solar panel plant in Nevada and later to oil and gas fields in New Mexico and the site of a future oil pipeline in Oklahoma that the White House is promising to accelerate. At the same time, GOP opponents from front-runner Mitt Romney on down are vigorously accusing him of stifling domestic production and betting on foolhardy alternative energy methods over traditional oil drilling.

    With gasoline reaching $3.86 a gallon in the U.S. and apparently heading higher, the public is impatient for Obama ? or someone in his place ? to do something about it.

    In truth, a president has little direct control over gas prices, which have risen more than 50 cents a gallon since January in response to a standoff over Iran's nuclear program that has threatened to disrupt Middle East oil supplies.

    Well aware of Republicans' criticism, Obama's advisers argue that voters take a sophisticated view toward energy and think about it as a problem demanding long-term answers. They know that talk about future solutions may not satisfy people as they endure high prices, but they're betting that voters will side with the candidate they trust the most to deal with the issue ? and they're determined that that will be Obama.

    Polls show less certainty about it all. One survey this month by CBS News and The New York Times found that 54 percent of Americans felt the price of gasoline was something a president could do a lot about while 36 percent said it was beyond his control. And a recent Washington Post/ABC poll found 50 percent thought the Obama administration could reasonably do something to bring down gas prices, while 45 percent felt the recent rapid rise has been beyond White House control.

    Obama has repeatedly argued that drilling for new oil alone will not solve the nation's energy woes or reduce gas prices. He accuses Republicans of claiming they can "wave a magic wand" to return to the days of cheap gas, and on Wednesday, he mocked them for having a "lack of imagination" about alternative energy.

    "You'd think that everybody would be supportive of solar power," Obama said from the Copper Mountain Solar 1 facility, the largest plant of its kind in the country, with nearly 1 million solar panels. "And yet if some politicians had their way, there won't be any more public investment in solar energy. There won't be as many new jobs."

    Obama carried three of the four states on this week's itinerary ? Oklahoma is one of the safest Republican states in the nation ? but all four elected Republican governors in 2010. Two of the governors, Brian Sandoval of Nevada and Susana Martinez of New Mexico, have been floated as potential vice presidential choices this year. Obama was making his first visit to Oklahoma as president

    He has been hurt by his administration's decision to pump millions into California solar company Solyndra before it collapsed. And he's been repeatedly criticized by Republican presidential candidates for blocking the 1,700-mile Keystone XL pipeline, which would carry tar sands oil from western Canada to refineries along the Texas Gulf Coast.

    The mere mention of Solyndra and Keystone generate instant reactions at Republican rallies.

    Romney has blamed Obama for rising gasoline prices and urged the president to fire Energy Secretary Steven Chu, Interior Secretary Ken Salazar and Environmental Protection Agency Administrator Lisa Jackson, calling them the "gas hike trio."

    Former House Speaker Newt Gingrich has adopted $2.50 gasoline as a central tenet of his struggling campaign, criticizing Obama for holding up the pipeline project and mocking him as "President Algae" for highlighting research into developing oil and gas from algae.

    Former Pennsylvania Sen. Rick Santorum, meanwhile, regularly notes his grandfather's work as a coal miner. And he detoured his campaign to tour oil fields in North Dakota recently, labeling himself the only ardent supporter of oil drilling.

    "Instead of paying two-digit dollars you're now paying three digits," Santorum said in Illinois. "When you see that zero come up, when it gets into the $100 range, when you see that zero, think of 'O' for Obama because that's why you're paying that extra amount of money."

    On Wednesday, Santorum campaigned at a company in Harvey, La., that services oil rigs in the Gulf of Mexico. He pressed the administration to open more federal lands for leases that he says would both generate revenue for the government and boost U.S. oil production.

    "Here's an opportunity for us in this country to do something about it: increasing jobs, lowering energy prices, decreasing the deficit, all of the things you would think he president of the United States would be for," Santorum said.

    In many ways, the issue has come full circle for the president. In 2008, candidate Obama criticized an inside-the-Beltway culture for the rise in gasoline prices. "So what have we got for all that experience? Gas that's approaching $4 a gallon. Because you can fight all you want inside of Washington, but unless you change the way it works you won't be able to make the changes America needs," Obama said at an Indianapolis gas station in April 2008.

    Now he's the president.

    From the sprawling solar plant in Nevada, Obama was traveling to New Mexico later in the day to tour oil and gas production fields, promoting increased drilling on federal lands.

    On Thursday, Obama will use Cushing, Okla., as a backdrop to highlight the decision by Calgary-based TransCanada to build a portion of the Keystone pipeline from Oklahoma to Texas. The 485-mile line from Cushing to Port Arthur, Texas, doesn't require presidential approval because the pipeline does not cross a U.S. border.

    The White House announced Wednesday that Obama plans to fast-track the pipeline.

    Administration officials have said the Oklahoma-to-Texas line could address an oil bottleneck at a Cushing storage hub, but the argument may not fly in Oklahoma, where President George W. Bush and Sen. John McCain carried all 77 counties in the 2004 and 2008 presidential elections.

    "It's a PR stunt and Oklahomans aren't buying it ? the president is celebrating his failed energy policies in a community that will be hardest hit by them," said Rep. John Sullivan, R-Okla.

    Obama wraps up his trip with a stop in Ohio, a key state in November, where he will discuss advanced energy research and development at Ohio State University.

    Obama has few options to dramatically alter gas prices. Beyond green-lighting Keystone or opening up more oil drilling in Alaska or in the Gulf of Mexico, Justice Department officials could accelerate efforts to crack down on speculation in the oil markets, a move that the administration has discussed.

    The White House could also tap the Strategic Petroleum Reserve, something it has said it would do only along with action by other countries. The U.S. released oil from its reserve last summer but saw little impact. Oil prices dropped nearly 5 percent when the government announced the release of 30 million barrels from the SPR on July 23, but prices quickly rebounded and oil ended the year higher than it started.

    "Is there a lot that can be done in the short term that can have a huge impact? The answer to that is no," said William Galston, a senior fellow at the Brookings Institute and a former domestic policy adviser to President Bill Clinton. Yet he cautioned, "I don't think a posture of simply saying that and being the voice of responsibility in a rising political clamor is going to serve the White House politically well."

    Republicans are trying to make sure of that. Ahead of the president's trip, the Republican-leaning super PAC Crossroads GPS was spending $650,000 on TV ads in Las Vegas, Albuquerque, N.M., and Columbus, Ohio, criticizing Obama's handling of energy policy and the Keystone XL pipeline.

    Foreign guarantors help plug emerging funding gap

    LONDON (Reuters) - With refinancing becoming a giant headache for sovereign debtors across the globe, some struggling emerging economies are securing guarantees from richer nations or multilateral development banks to bolster their chances of selling bonds to wary investors.

    The guarantee provides the emerging country borrower with access to otherwise-closed international capital markets, while the guarantor is extending financial support to a friendly trading partner at relatively low cost.

    It's already being used in one Arab Spring country - Tunisia - and analysts say it could extend to others in the region, like Egypt.

    Tunisia, which suffered several ratings downgrades in the past year following its Arab Spring uprising, last week said it was planning a U.S.-guaranteed dollar bond in the next few months.

    And the tiny indebted nation of St Kitts & Nevis last week completed a debt exchange with new debt carrying a small guarantee from the Caribbean Development Bank.

    The guarantees are particularly helpful in countries in the Middle East that have been through political and financial turmoil in the past year.

    Setting a precedent for this type of guarantee, the United States underwrote a borrowing program for Israel 10 years ago to help the country out of economic difficulties.

    "Over the medium term, we are going to see a series of funding gaps in the Middle East region - the guaranteeing of sovereign debt is going to be one way of resolving this," said Florence Eid, chief executive of research and advisory firm Arabia Monitor.

    "It's a very good idea for countries in the region to get guarantees on their debt, from international economies like the United States that can afford it."

    PLUGGING GAPS

    Tunisia's finance ministry said last week the country could issue a U.S.-guaranteed bond totaling $400-500 million, its first international bond since 2007.

    Plans for a conventional Eurobond last year were put on hold after the ousting of President Zine al-Abidine Ben Ali.

    Tunisia's still boasts an investment grade rating, helped by a relatively contained budget deficit.

    But at the lowest possible investment grade rating with negative outlook from all three major ratings agencies, the country is at risk of tipping into junk territory.

    The guarantee, from the AAA/AA+ rated United States, is likely to boost the rating of the bond, investors say.

    "Clearly, having debt issued with the sovereign risk of the United States is superior to having it issued with the sovereign risk of a country that has just undergone a revolution," said Daniel Broby, chief investment officer of fund manager Silk Invest.

    "The guarantee will allow the issue to be priced more tightly."

    A precedent was set in 2002 when Israel received a package of U.S. loan guarantees to help the economy deal with a recession caused by a global downturn and wave of Palestinian bombings.

    Israel has issued $4.1 billion under the program and still has billions left to use. But it hasn't issued anything under the program for a number of years, since its own credit ratings have risen.

    Investors speculate that countries such as Egypt, which has gone back to the drawing board to negotiate a loan from the International Monetary Fund, may follow suit in getting a U.S. guarantee on their debt.

    "If Tunisia gets it, I suspect others will ask - Greece could do with such a guarantee right now as well," said Broby.

    Greece successfully completed a debt exchange earlier this month after months of market anguish, but its new debt continues to trade at very weak levels.

    LONG WAY

    The beauty for the guarantor is that a little money can go a long way.

    The U.S. State Department announced last month that it was making $30 million available for loan and bond guarantees to Tunisia.

    Such a sum can go much further, analysts say, as the guarantee only needs to represent the probability of default.

    So if investors place a 5 percent probability of Tunisia going into default, the country can easily borrow $600 million with only a $30 million guarantee.

    In the case of St Kitt's, a small $12 million guarantee from the Caribbean Development Bank will ensure the country can pay interest payments on its debt, according to David Nagoski, director at White Oak Advisory, advisers on the deal.

    "Creditors can take comfort from the fact that a multilateral institution other than the IMF has reviewed the overall program and feels sufficiently confident about future debt sustainability to provide support through a guarantee," Nagoski said.

    CNY Arts Center's Annual Arts Fest Planned | Oswego County Today

    FULTON, NY ? The CNY Arts Center?s second annual Arts Fest, to be held June 9 at Fulton?s War Memorial Ice Rink, is expected to be even bigger and better than last year?s event.

    With more space to work with at the festival?s new location, The Arts Center is revamping the entire event and allowing room for even more vendors.

    The 2011 Arts Fest was held by the river in downtown Fulton, which limited vendor space, and made it difficult to consolidate the art exhibits with the food and entertainment.

    The new and improved Arts Fest will have music, food, and entertainment all on the same grounds, starting at 10 a.m. and lasting until 4 p.m.

    Musicians and entertainers will be performing throughout the day and the Arts Center will also be hosting a talent show. The talent show will be categorized by children, youth, and adults, and assessed by a panel of performing arts judges.

    The size of the arena and space outside of the War Memorial will permit the Arts Fest?s committee to invite more artists than last year.

    The CNY Arts Center?s Director, Nancy Fox, emphasizes that artists of all ages and artistic styles are encouraged to register. ?More than a dozen artists attended our first Arts Fest, and we want to multiply that number ten times,? said Nancy Fox, organizer.

    Artists who wish to register for the event will be given a space to display their work for a nominal fee. The fee will vary slightly based on an indoor or outdoor exhibit area, and priority for placement will be on a first-to-pay, first-served basis.
