Two months after a severe flu season forced millions of workers to stay home, paid sick time is becoming an issue for many small business owners.

City councils in Portland, Ore., and Philadelphia earlier this month approved laws requiring employers to give their workers paid sick leave. And two Democratic lawmakers introduced a bill in Congress that would make paid sick leave a federal requirement.

There?s a great divide among business owners over the issue. On one side are opponents who say paid sick time creates financial and administrative burdens for businesses that are struggling with a still recovering economy and uncertainty about health care costs and federal budget cuts. Others argue that it makes for a happier workplace and encourages employees to stay home instead of coming to work and infecting everyone around them.

"It increases morale, it increases loyalty, it provides a much safer work environment," says Andy Shallal, owner of Busboys and Poets, a chain of four restaurants in the Washington D.C., area. He was already giving his workers paid sick time before the Washington City Council passed a sick leave law in 2008. It?s particularly important in the restaurant business that sick employees don?t come to work.

"It?s gross. Nobody wants to have anyone preparing their food when they?re sick," Shallal says.

A lot of Americans get paid sick leave, including many who work at small businesses. A study issued in July by the Bureau of Labor Statistics found that 66 percent of small businesses, those with up to 499 workers, provided paid sick leave. Among companies with fewer than 50 workers, half provided leave. Eighty-two percent of workers at companies with 500 or more employees have paid sick leave.

Lawmakers have been stepping in to get paid sick leave extended to more workers. San Francisco is widely believed to be the first major city to enact a paid sick leave law. The law, which requires that sick time be given to all workers, took effect in 2007. Since then, Washington, Seattle and Connecticut have enacted laws and Portland?s City Council passed its bill on March 13. The laws aren?t identical, but all generally provide for workers to accrue sick time and to also use it for family illnesses and some types of emergencies.

Paid sick leave has run into roadblocks in other cities. Philadelphia?s City Council passed its bill March 14, but Mayor Michael Nutter vetoed a similar bill in 2011. He hasn?t decided yet whether he?ll sign the latest bill, spokesman Mark McDonald says.

Among the consequences cited by opponents of paid sick time: Companies will have to pay overtime to replacement workers, financially strapping businesses that are already struggling in an uncertain economy. The added expense will prevent them from expanding, or hiring other workers. Keeping track of accrued sick time will force an owner or another employee to take time away from other critical tasks.

Those issues are likely to be raised in Congress, where Rep. Rosa DeLauro, D-Conn., and Sen. Tom Harkin, D-Iowa, have reintroduced the Healthy Families Act, which would require that workers be allowed to earn up to seven days of paid sick time a year. DeLauro has introduced such a bill in every Congress since 2004. In the last Congress, the bill didn?t make it to the House floor.

DeLauro expects opposition from small businesses, but she notes that companies with fewer than 50 employees will be exempt.

"This is not only helpful for workers, but smart for employers," she said in an interview with The Associated Press. "It reduces turnover, increases productivity and prevents the spread of illness."

A study by the federal Bureau of Labor Statistics issued last month showed that workers generally take few sick days. Those in industries including financial services, information, transportation and professional services took an average of about four sick days a year. Those in the leisure, hospitality and construction industries took about two days.

Many small company owners say paid sick time is good business.

"We like many bookstores in the country do not pay exceptionally well," says Bradley Graham, owner of Politics & Prose in Washington. "We?re very happy to be able to offer additional compensation to the staff in the form of paid sick leave."

Fears that businesses won?t be able to grow if they have to pay for sick time are groundless, says Andy Shallal, the Washington restaurant owner.

"With sick leave, we?ve expanded, we?ve hired more people," Shallal says. "Business associations tend to go through this apoplectic fit almost to scare people into believing this is going to be a horrible thing for business, when in reality, it?s not."

Another reason why many business owners support the laws is they don?t want people coming into work and infecting co-workers and customers.

"There?s much more awareness among employers about public health concerns," says Ophelia Galindo, a human resources consultant with Buck Consultants in Orange County, Calif. "It?s much better for that sick employee to be at home ? even employers that are struggling realize that?s important."

Argentina challenges U.S. court with bond plan

NEW YORK/BUENOS AIRES (Reuters) - Argentina challenged a U.S. court over the weekend by proposing that "holdout" bond investors be repaid only about one sixth the money federal judges hearing the case say they are owed, setting the stage for a legal showdown in New York.

The terms offered by Argentina are the same as those accepted by bondholders who chose to participate in the country's 2010 sovereign bond restructuring. The holdouts rejected that restructuring and are holding out for full repayment.

Aside from the implications the case has for Argentina's finances, it could also have wide ramifications for the way future sovereign restructurings are carried around the world.

Argentina defaulted on $100 billion in sovereign debt in 2002 at the height of a financial crisis in Latin America's third largest economy. The bonds now under dispute were issued in New York, which is why the case is being heard in U.S. court.

Elliott Management affiliate NML Capital Ltd, one of the lead plaintiffs, has said that it will not accept 2010 terms They and other holdouts are sure to argue that Argentina's proposal does not respond to the court's request.

"The court said 'You owe the holdouts $1.3 billion. Tell us how you are going to pay that to them,'" said Josh Rosner, managing director at research firm Graham Fisher & Co in New York.

"Instead of answering how they will pay the full amount, Argentina responded with a plan for paying a much smaller amount," he said. "Argentina is flirting with technical default, which would take a serious toll its economy."

The specter of technical defaults comes from the fact that a U.S. District Court in New York has said that until the holdouts start getting paid, Argentina cannot make payments to holders of the restructured bonds.

Elliott stands currently to receive $720 million from Argentina following a New York judge's order in November, according to Argentina.

But the bonds NML could take had a market value of just $186.8 million before a major decision in the case last October favoring the holdouts, or $120.6 million as of March 1, the filing said. Argentina estimates NML paid about $48.7 million in 2008 for its stake in the bonds.

"The Republic is prepared to fulfill the terms of this proposal promptly upon Order by the Court by submitting a bill to Congress that ensures its timely implementation," Jonathan Blackman, Argentina's U.S. lawyer, wrote.

Around 92 percent of Argentina's defaulted bonds were restructured in 2005 and 2010, with bondholders receiving 25 cents to 29 cents on the dollar.

But holdouts led by NML Capital and Aurelius Capital Management have fought for years for full payment. Argentina calls these funds "vultures."

In October, the 2nd Circuit upheld a trial judge's ruling by finding Argentina had violated a so-called pari passu clause in its bond documents requiring it to treat creditors equally.

U.S. District Judge Thomas Griesa in Manhattan subsequently ordered Argentina in November to pay the $1.33 billion owed to the bondholders into an escrow account by the time of its next interest payment to holders of the exchanged debt.

The 2nd Circuit heard an appeal of that order on February 27. Two days later, it directed Argentina to provide details of "the precise terms of any alternative payment formula and schedule to which it is prepared to commit."

BOND OPTIONS

In its 22-page submission late on Friday, Argentina said that under a so-called par bond option, the bondholders would receive new bonds due in 2038 with the same nominal face value of their current bonds. They would pay 2.5 percent to 5.25 percent a year, Argentina said.

Bondholders would also receive an immediate cash payment similar to what it provided under the 2010 debt swap, Argentina said. And they would receive derivative instruments that provide payments when the country's gross domestic product exceeds 3 percent a year.

The par option is restricted to small investors, unlike the discount option, the more applicable fit for big investors like NML and Aurelius.

Under the discount proposal, holdouts could receive new discount bonds due in 2033 that pay 8.28 percent annually. Argentina said the holdouts would also receive past due interest since 2003 in the form of bonds due in 2017 paying 8.75 percent a year, and GDP-linked derivative units.

Blackman, Argentina's lawyer, wrote that the proposal, unlike what he called the "100 cents on the dollar immediately" formula Griesa adopted, "is consistent with the pari passu clause, longstanding principles of equity, and the Republic's capacity to pay."

It was unclear on Saturday how the court might view Argentina's proposals. The same three-judge panel had said in October, though, that the holdouts "were completely within their rights" to reject prior debt swap offers.

Euginio Bruno, a lawyer and bond restructuring expert with the law firm Estudio Garrido Abogados in Buenos Aires, said the government's Friday proposal "was within expectations, considering the legal constraints on offering anything better than the terms of the 2010 restructuring."

Argentina has a "lock law" that keeps new governments from improving the terms of previous restructurings.

Earlier in the week, the holdouts scored a victory over Argentina when the 2nd Circuit denied a full court review of its October ruling on the equal treatment provision.

The United States had backed Argentina in seeking the review, contending the 2nd Circuit's decision ran "counter to longstanding U.S. efforts to promote orderly restructuring of sovereign debt.

Argentina and holders of its restructured bonds say granting the holdouts 100 cents on the dollar could complicate future sovereign restructurings around the world.

Argentine Vice President Amado Boudou repeated on Saturday that Argentina would continue repaying investors who participated in the restructuring no matter how the U.S. court case is resolved.

"One way or another, Argentina will pay," he said.

The case is NML Capital Ltd et al v. Republic of Argentina, 2nd U.S. Circuit Court of Appeals, No. 12-105.

The Education Center addition at the Palomas Library will receive a grant from Rotary International.

Through the efforts of the Silver City (NM) Rotary Club, Border Partners will receive a major grant from the Rotary International. ?The full monetary award of $16,250 will outfit the new Education Center recently build by Border Partners in Palomas.

This funding will pay for computer technology, software and a wireless printer. ?We?re now able to obtain desktop computers, laptops and tablets as well as a server to network them.

In addition, thanks to this grant, the Education Center will be equipped with the latest in electronic audiovisual equipment: a projector, a white board and interactive stylus, and a large television suitable for viewing by a class. The Rotary funding will also provide security equipment and the resources needed to set up all the new equipment.

RIM sells a million new BlackBerry 10 phones in 4Q

TORONTO (AP) ? Research In Motion Ltd. said Thursday that it sold about 1 million of its critically important new BlackBerry 10 devices and surprised Wall Street by returning to profitability in the most recent quarter.

The earnings provide a first glimpse of how RIM's new touch-screen Z10 is selling internationally and in Canada since its debut Jan. 31. The 1 million Z10 phones were above the 915,000 that analysts had been expecting. Details on the U.S. launch are not part of the fiscal fourth quarter's financial results because the Z10 just went on sale in the U.S. last week.

In the quarter that ended March 2, RIM earned $98 million, or 19 cents a share, compared with a loss of $125 million, or 24 cents a share, a year earlier. After adjusting for restructuring and other one-time items, RIM earned 22 cents a share. Analysts surveyed by FactSet had been expecting a loss of 31 cents.

Revenue fell 36 percent to $2.7 billion, from $4.2 billion. Analysts had expected $2.82 billion.

Despite the BlackBerry 10 sales, RIM lost about 3 million subscribers to end the quarter with 76 million.

Bill Kreyer, a tech analyst for Edward Jones, called the decline "pretty alarming."

"This is going to take a couple of quarters to really see how they are doing," Kreyer said.

In pre-market trading, RIM's stock rose briefly, but was down 7 cents at $14.50 at about 8:20 a.m.

The BlackBerry, pioneered in 1999, had been the dominant smartphone for on-the-go business people and other consumers before the iPhone debuted in 2007 and showed that phones can handle much more than email and phone calls.

The new BlackBerry Z10 has received favorable reviews since its release, but the launch in the critical U.S. market was delayed until late this month. A new keyboard BlackBerry, called the Q10, won't be released in the U.S. for two or three more months. The delay in selling the Q10 complicates RIM's efforts to hang on to customers tempted by the iPhone and a range of devices running Google Inc.'s Android operating system. Even as the BlackBerry has fallen behind rivals in recent years, many users have stayed loyal because they prefer a physical keyboard over the touch screen on the iPhone and most Android devices.

RIM, which is changing is formal name to BlackBerry, said it expects to break even in the current quarter despite increasing spending on marketing.

"To say it was a very challenging environment to deliver improved financial results could well be the understatement of the year," Chief Executive Thorsten Heins said during a conference call with analysts.

In a statement, Heins said he implemented numerous changes at the company over the past year and those changes have resulted in RIM returning to profitability.

"I thought they were dead. This is a huge turnaround," Jefferies analyst Peter Misek said from New York.

Misek said the Canadian company "demolished" the numbers, especially its gross margins. RIM reported gross margins of 40 percent, up from 34 percent a year earlier. The company credited higher average selling prices and higher margins for devices.

"This is a really, really good result," Misek said. "It's off to a good start."

The company also announced that co-founder Mike Lazaridis will retire as vice chairman and director.

MakerBot and Ouya Team Up to Let You Design Your Own Game Console

If you haven't heard of the Ouya yet, it's an entirely new game console not made by Sony or Microsoft which got started with one of the most successful fundraising campaigns in Kickstarter's history and is going to ship out to people who donated starting today. It uses the same Android OS that most smartphones and tablets do, so it plays many of the same games. But it also plays Ouya-exclusive games, and it hooks up to your HDTV and uses a wireless controller instead of having a touchscreen.

Ouya's creators tout its "openness," and have encouraged gamers to take it apart and use it in personal projects. Now they have partnered with MakerBot, the company behind the popular desktop 3D printer, to allow MakerBot owners to create their own custom Ouya hardware enclosures. Ouya owners can then easily pull out the circuit board from their Ouya and put it in the new chassis, allowing them to make their console look however they want.

What does the Ouya look like normally?

It's a black-and-chrome box roughly the size of a Rubik's cube. It doesn't have an optical drive, not even a tiny one like the similarly-shaped Gamecube had. Instead, all of its games are digital downloads, and they're all either free-to-play or free-to-try. (Either way, you have to buy them separately from the Google Play store most Android devices get their games from.)

What do you need to make a custom Ouya enclosure?

The schematics on MakerBot's Thingiverse site, and a MakerBot 3D printer itself.

How do you get one of those?

The MakerBot Replicator 2, which the schematics were optimized for, retails for $2,199 and "currently ships with a lead time of approximately four weeks," meaning that it'd take at least that long to get one even if you had the cash.

How much would the enclosure cost to make if you had one?

A 1-kilogram spool of MakerBot PLA filament, recommended for use with this schematic, costs $48. Right now, every color except blue has a 30-day lead time.

One kilogram of filament would be enough to make numerous copies of the enclosure, since it's tiny and weighs very little.

Is there any way to customize the enclosure?

According to the schematic's page, you can use 3D modeling software (such as the free Blender) to change it around "and add features." You can also paint the finished chassis using plastic-safe paints.

Teens' struggles with peers forecast long-term adult relationships

Mar. 28, 2013 ? Teenagers' struggles to connect with their peers in the early adolescent years while not getting swept along by negative peer influences predict their capacity to form strong friendships and avoid serious problems even ten years later. Those are the conclusions of a new longitudinal study by researchers at the University of Virginia that appears in the journal Child Development.

"Overall, we found that teens face a high-wire act with their peers," explains Joseph P. Allen, Hugh P. Kelly Distinguished Professor at the University of Virginia, who led the study. "They need to establish strong, positive connections with them while at the same time establishing independence in resisting deviant peer influences. Those who don't manage this have significant problems as much as a decade later."

Researchers followed about 150 teens over a 10-year period (starting at age 13 and continuing to 23) to learn about the long-term effects of their peer struggles early in adolescence. They gathered information from multiple sources -- the teens themselves, their parents and peers, and by observing teens' later interactions with romantic partners. The teens comprised a racially, ethnically, and socioeconomically diverse group.

Teens who had trouble connecting well with their peers in early adolescence had difficulty establishing close friendships in young adulthood. Teens who didn't connect well at 13 also had more difficulty managing disagreements in romantic relationships as adults.

Teens who had trouble establishing some autonomy and independence with peers (especially with respect to minor forms of deviance such as shoplifting and vandalism) were found to be at higher risk for problems with alcohol and substance use, and for illegal behavior, almost a decade later.

Conversely, teens who were seen as desirable companions -- those deemed empathetic, able to see things from different perspectives and control their impulses, and having a good sense of humor -- were more likely to have positive relationships in young adulthood.

Teens who were able to establish some autonomy vis a vis peers' influences were more likely to avoid problematic behavior in young adulthood, with teens who showed they were able to think for themselves in the face of negative peer influences using less alcohol as early adults and having fewer problems with alcohol and substance abuse as young adults. But teens who were seen as desirable companions were more likely to have higher levels of alcohol use in early adulthood and future problems associated with alcohol and substance use.

"The findings make it clear that establishing social competence in adolescence and early adulthood is not a straightforward process, but involves negotiating challenging and at times conflicting goals between peer acceptance and autonomy with regard to negative peer influences," Allen notes.

"Teaching teens how to stand up for themselves in ways that preserve and deepen relationships -- to become their own persons while still connecting to others -- is a core task of social development that parents, teachers, and others can all work to promote," adds Allen.

Teens who managed both of these goals simultaneously -- connecting with peers while retaining their autonomy -- were rated by their parents as being most competent overall by age 23. "There is a positive pathway through the peer jungle of early adolescence," says Allen, "but it is a tricky one for many teens to find and traverse."

Experimental procedures shall help scientists make better decisions quicker

Springer and Chemical Abstracts Service (CAS) will collaborate to include thousands of new experimental procedures for chemical reactions reported in Springer journals in the CAS databases. This collaboration will increase the visibility of articles with experimental procedures published in 165 Springer chemistry journals from 1985 to the present.

The addition of experimental procedures from Springer journal articles provides important information that helps scientists evaluate search results. Using SciFinder The choice for chemistry research , a tool that allows scientists to explore the CAS databases, critical full-text articles which are essential to scientists in their research can be identified quickly.

Richard III Burial Challenged on Human Rights Grounds

The debate over the reburial of English King Richard III is heating up, with a group of the monarch's supposed descendents challenging the University of Leicester on the plans for reinterment, basing their argument on human rights violations.

University of Leicester archaeologists discovered the bones of the lost monarch under a parking lot in Leicester last year, and they confirmed the king's identity in February. The U.K. Ministry of Justice issued the university an exhumation certificate before the project began, giving them the right to decide where the king's remains would be reburied, if found. That certificate hasn't stopped the eruption of debate over the best spot for the burial.

From the beginning of the long search for Richard's grave, the Univeresity of Leicester officials have stated that the king would be reburied in Leicester Cathedral, not far from his unmarked parking lot grave. But a number of Richard III enthusiasts say they'd rather see the king buried in York, a city where he spent about a third of his life.

Now, the Plantagenet Alliance, a group of about 15 people who claim to be relatives of the dead king, has released its intentions to file a legal challenge against the University of Leicester's exhumation certificate. The challenge will argue that the Ministry of Justice is in violation of article 8 of the European Convention of Human Rights, which affirms the right to respect for family and home life. According to the Alliance, the Ministry of Justice should have consulted the 15 relatives of Richard III before issuing the university a license to rebury the king as they wished. In a statement, the University of Leicester called this argument "particularly odd."

"There is no obligation to consult living relatives where remains are older than 100 years," the University of Leicester said.

In addition, Richard died without offspring. Any relatives are thus the descendents of his siblings, a relatively distant tie.

"Statistically speaking, many tens of thousands of individuals alive today are descended this way," the university officials said.??

Although he died in 1485, Richard III has many fans today. There are several societies for "Richardians," as enthusiasts are known. Most Richardians are history buffs drawn by the mystery surrounding the king ? was he really a villain as portrayed in Shakepeare's "Richard III?" Did he have his nephews murdered to ascend to the throne, as rumored after his reign? Or was the king, the last of the Plantagenet dynasty, simply smeared by the Tudor dynasty that came after him?

University archaeologists argue that plans for a Leicester reburial have been transparent and in place since before the dig started.

"Reinterment on the nearest consecrated ground is in keeping with good archaeological practice," university officials stated. "Richard has lain in the shadow of St. Martin's Cathedral, Leicester, for over 500 years."

(AP) ? Republicans are moving aggressively to repair their technological shortcomings from the 2012 election, opening a new tech race to counter a glaring weakness against President Barack Obama.

With the blessing of party leaders, a new crop of Republican-backed outside groups is developing tools to improve communication with voters, predict their behavior and track Democratic opponents. After watching Obama win re-election with the aid of an unprecedented technological machine, GOP officials concede an urgent need for major changes in the way they reach voters. They are turning to a younger generation of tech experts expected to play a bigger role in the 2014 midterm elections and beyond.

"I think everybody realized that the party is really far behind at the moment and they're doing everything within their realistic sphere of influence to catch up," said Bret Jacobson, a partner with Red Edge, a Virginia-based digital advocacy firm that represents the Republican Governors Association, the U.S. Chamber of Commerce and the Heritage Foundation.

Alex Skatell, former digital director for the GOP's gubernatorial and Senate campaign operations, leads a new group that has been quietly testing a system that would allow Republicans to share details about millions of voters ? their personal interests, group affiliations and even where they went to school. Democrats began using related technology years ago, giving Obama a significant advantage last fall in personalizing communication with prospective supporters.

With no primary opponent last year, Obama's re-election team used the extra time to build a large campaign operation melding a grass-roots army of 2.2 million volunteers with groundbreaking technology to target voters. They tapped about 17 million email subscribers to raise nearly $700 million online.

Data-driven analytics enabled the campaign to run daily simulations to handicap battleground states, analyze demographic trends and test alternatives for reaching voters online.

Republican presidential nominee Mitt Romney, in contrast, had only a few months after a lengthy primary fight to try to match Obama's tech advantage. He couldn't make up the difference. Romney's technology operation was overwhelmed by the intense flow of data and temporarily crashed on Election Day.

A 100-page report on how to rebound from the 2012 election, released last week by Republican Party Chairman Reince Priebus, includes several technology recommendations.

"The president's campaign significantly changed the makeup of the national electorate and identified, persuaded and turned out low-propensity voters by unleashing a barrage of human and technological resources previously unseen in a presidential contest," the report said. "Marrying grass-roots politics with technology and analytics, they successfully contacted, persuaded and turned out their margin of victory. There are many lessons to be learned from their efforts, particularly with respect to voter contact."

Skatell, 26, is leading one new effort by Republican allies to fill the void. His team of designers, software developers and veteran Republican strategists is now testing what he calls an "almost an eHarmony for matching volunteers with persuadable voters" that would let campaigns across the country share details in real time on voter preferences, harnessing social media like Facebook and Twitter.

Other groups are working to improve the GOP's data and digital performance.

The major Republican ally, American Crossroads, which spent a combined $175 million on the last election with its sister organization, hosted private meetings last month focused on data and technology. Drawing from technology experts in Silicon Valley, the organization helped craft a series of recommendations expected to be rolled out later this year.

"A good action plan that fixes our deficiencies and identifies new opportunities can help us regain our advantage within a cycle or two," said Crossroads spokesman Jonathan Collegio.

A prominent group of Republican aides has also formed America Rising, a company that will have a companion "super" political action committee that can raise unlimited contributions without having to disclose its donors. Its purpose is to counter Democratic opposition research groups, which generated negative coverage of Romney and GOP candidates last year.

America Rising will provide video tracking, opposition research and rapid response for campaign committees, super PACs and individual candidates' campaigns but does not plan to get involved in GOP primaries. It will be led by Matt Rhoades, who served as Romney's campaign manager, and Joe Pounder, the research director for the Republican National Committee. Running its super PAC will be Tim Miller, a former RNC aide and spokesman for former GOP presidential candidate Jon Huntsman.

Romney and several Republican candidates were monitored closely by camera-toting Democratic aides during the campaign, a gap that Miller said American Rising hopes to fill on behalf of Republicans.

Brad Woodhouse, a spokesman for the Democratic National Committee, said his party has "a several years' lead on data and analytics infrastructure and we're not standing still."

Of the GOP effort, Woodhouse said, "We don't see them closing the gap anytime soon."

Stocks slide, following European markets lower

NEW YORK (AP) ? Worries about Europe weighed on the stock market Wednesday, a day after the Dow Jones industrial average had its biggest gain in three weeks.

Investors are watching to see if Cyprus can restore confidence in its banking system. They are also keeping an eye on Italy, where political parties are struggling to form a new government in the eurozone's third-largest economy.

The Dow was down 38 points, or 0.3 percent, at 14,522 with an hour left in the trading day. It had lost as many as 120 points in morning trading before climbing back.

The Standard & Poor's 500 index dropped one point to 1,562, just three points short of its all-time high.

Bad news out of Europe and good news from the U.S. have tossed the stock market around over the past week. "There are still plenty of worries about (Europe's) banking system," said J.J. Kinahan, chief derivatives strategist at TD Ameritrade. "But the U.S. really is on a nice little roll."

Kinahan said he thinks the S&P 500 will recover its losses and could make another run at the all-time high on Thursday.

Cyprus is working out details for how to reopen its banks on Thursday after a nearly two-week shutdown. An international bailout agreement calls for money from large depositors to be used to help pay for the rescue of its banking system.

In Italy, a center-left party failed in its attempt to form a new government. The political stalemate has raised concerns that the country will be able to manage its deep debts, undermining confidence in the euro.

Those worries hit Europe's bond markets especially hard. Borrowing rates for Italy and Spain shot higher, a sign of weaker confidence in their financial health. Rates for Germany and France, two of Europe's more stable countries, sank as traders shifted money into their bonds.

News about Italy also helped drive traders into the safety of U.S. government bonds, pushing benchmark yields to their lowest level this month. The yield on the 10-year Treasury note dropped to 1.85 percent, a steep fall from 1.91 percent late Tuesday.

In other trading, seven of the 10 industry groups in the S&P 500 index fell. Two groups that investors tend to buy when they want to play it safe, utilities and health care, made slight gains.

The Nasdaq composite inched up one point to 3,253.

The S&P 500 closed within two points of its all-time high of 1,565 on Tuesday, helped by rising home prices and orders for manufactured goods. The stock index hit that peak on Oct. 9, 2007, before the Great Recession and a financial crisis roiled financial markets.

Among other stocks making big moves:

? Cliffs Natural Resources, an iron ore mining company, plunged 15 percent, the biggest loss in the S&P 500. Analysts warned that falling iron ore prices would likely sink the company's stock. Cliffs fell $3.14 to $18.29.

? Science Applications International Corp. surged 5 percent after the security and communications technology provider reported a fourth-quarter profit that was better than analysts were expecting. SAIC also announced a special dividend of $1 per share. Its stock gained 58 cents to $13.40.

The Lenovo IdeaPad Yoga 11 ($669 list) is an 11-inch convertible tablet that mainly acts as a laptop. It's not a docking slate tablet; rather, it's a laptop that flips around so you can use it like a slate tablet, or put it in other positions for better video playback or photo display. It's also got a battery life of just short of 18 hours. If you want a touch-screen Windows RT laptop with one of the best keyboards in the segment, then the Yoga 11 is for you.

Design and Features
The Yoga 11 looks very much the little brother to the Lenovo IdeaPad Yoga 13 ($999). Both look like standard clamshell laptops when you first take them out of their boxes. However, instead of stopping at 90 or 180 degrees like most laptops, both Yoga models can swing their screens 360 degrees. When flipped completely around, the keyboard and screen are on opposite sides of the slab. This way, when you hold the Yoga 11 with the screen facing you, the system acts just like any other touch-screen tablet. In this mode, the keyboard is disabled so you won't be typing gibberish with your other hand. Since it's smaller and lighter, the Yoga 11 feels more natural in the hand when flipped over, unlike the bulky Yoga 13 in tablet mode.

The Yoga 11's 11.6-inch (diagonal) screen is a five-point multi-touch display and 1,366 by 768 resolution. The screen is bright and has a decent angle of view, befitting the tablet-style use you're expected to get out of it.

When situated like a regular laptop, using the chiclet-style keyboard was as comfortable as any other Lenovo IdeaPad laptop. The keyboard isn't backlit, but it is comfortable with flat keys with rounded edges. The one-piece trackpad is responsive and supports Windows RT/8 gestures. The function keys don't require you to hit the Fn key for use, simplifying their functionality. The keyboard deck is textured for a little more grip. The lid and base are silver-colored polycarbonate. Thanks to the construction, the system weighs in at a moderate 2.62 pounds. The overall dimensions are measures about 0.61 by 12 by 8 inches (HWD), fairly compact, but still a bit larger than the Editors' Choice for Windows RT tablets, the Dell XPS 10 ($679).

Though the system is only 0.61 inches thick, there is some measure of connectivity. The system has two USB 2.0 ports, an SD card reader, and a full-size HDMI port. It would've been nice to have faster USB 3.0 ports, but the HDMI port increases utility over other Windows RT systems like the Dell XPS 10, Asus Vivo Tab RT ($599), and Microsoft Surface with Windows RT ($699), all of which have micro or mini-HDMI ports that require a HDMI dongle. With the Yoga 11, you just have to unplug the HDMI cord from your cable box, and hook it up to the system for 1080p viewing on your HDTV.

The Dell XPS 10 and Asus Vivo Tab RT both use keyboard docks, and while both docks improve battery life, they both feature slightly smaller than full sized keyboards. The alphanumeric keys on the Yoga 11 are full size. The side-firing speakers on the Yoga 11 are adequate for quiet room use, but if you are in a noisy airport you'll want to use a headset plugged into the jack on the left side panel.

The Yoga 11 comes with a 64GB SSD, which boots and loads apps quickly. There is some free space when you pull it out of the box, 43 out of 52.5 GB are shown as free. The rest of the space is occupied by the operating system and recovery partition. There aren't a lot of extra pre-loaded programs, just rara.com (music), Evernote Touch, and eBay. The system also includes Microsoft Office 2013 RT (Home and Student Edition) with Word, Excel, PowerPoint, and OneNote. This helps the Yoga 11 seem like a good choice for the home user or college student, but since this a Windows RT system, you can't install older programs from other PCs nor replace the Internet Explorer browser with Firefox or Google Chrome. You're limited to apps from the Windows Store, but if you can live with that, then the system is quite usable. The Yoga 11 comes with a one-year warranty.

Performance
The Yoga 11 has a Nvidia Tegra 3 processor with integrated Nvidia GeForce graphics, 2GB of memory, and that 64GB SSD. Since the system runs Windows RT, we currently can't run our Windows 8-based benchmark tests, aside from the battery rundown. The Yoga 11 has some of the best battery rundown performance numbers we've seen on a Windows RT system at 17 hours 40 minutes. This is far better than the other Windows RT systems on their standard built-in batteries (7:45-11:34 rundown times), but the Dell XPS 10 still is the champ when you add the keyboard dock to the mix (20:36). The Asus with keyboard dock is a close third with a 16:03 rundown. 1080p HD videos like the Star Trek (2009) trailer looked smooth, with only occasional skipped frames. Essentially the system can do what it promises, which is a decent Internet experience with some productivity in Office.

The Lenovo IdeaPad Yoga 11 is one of the better-executed Windows RT systems on the market right now. It balances usability, weight, compactness, battery life, and screen size to give you the Windows RT convertible that you want if you are a laptop traditionalist. The Dell XPS 10 is a better traveller, with more battery life and the option to leave some of the bulk behind, so it holds on to its Editors' Choice award. That said, if you're ready to experience Windows RT and don't need legacy Windows compatibility, the Yoga 11 can give you that old school Office-running laptop experience most of the time, with some forays into the world of the touch-screen tablet.

BlackBerry (BBRY) included an Android emulator in its BlackBerry 10 operating system that allows developers to easily port their applications from Android to BlackBerry. The decision to include such a tool paid off for the company, which launched its new platform with more than 70,000 apps. BlackBerry recently announced that?its app store is now home to more than 100,000 BlackBerry 10 applications, and it has been revealed that only 20% are ported from Android. While the operating system is still missing key apps such as Instagram and Netflix (NFLX), for the most part BlackBerry has been able to attract developers to its still unproven platform.

?We give them a very nice on-ramp to get onto the platform,? Martyn Mallick, BlackBerry?s vice president for global alliances and business development, said in an interview with AllThingsD. ?Our users deserve to have great content. If that is the fastest way we can get some of that content, that?s great.?

Following strong sales of BlackBerry 10 devices across the globe, many developers have abandoned initial plans to simply port their old Android apps and are now committed to building natively for the platform. Mallick notes that others are sticking with their Android apps but adapting them to take advantage of a number of BlackBerry 10-specific features like push support and the BlackBerry Hub.

?There are still some partners that are not in a position where their schedules line up with our schedules,? he said. ?There are some partners where their priorities are elsewhere, not even necessarily in mobile.?

SparkFun To Offer Workshops, Presentations at POSSCON 2013

SparkFun Electronics, a provider of parts, knowledge and passion for electronics creation, has announced that the company's going to be offering some workshops and speeches at the Palmetto Open Source Software Conference (POSSCON), taking place March 27-28 in Columbia, SC. The conference brings together visionaries, representatives and enthusiasts from the burgeoning open source community.

SparkFun?s Director of IT Chris Clark will speak on using GitHub for open hardware. His session will address the risks, challenges and rewards of open sourcing hardware projects using a highly collaborative platform like GitHub. Clark will detail the challenges faced by SparkFun as it began loading an entire catalog of open hardware projects into GitHub and collaborating with the community to fix bugs, add features and advance the technology.

?Releasing the source is only half the battle. Collaborating with the community to improve it is what can set an open source project apart,? said Clark. ?Turning to GitHub, we?re now developing a sustainable open hardware feedback loop across a wide swath of our product line.?

Lindsay Craig, one of SparkFun?s educational outreach coordinators, will speak on open source education, the emerging definition of open source education in connection with SparkFun?s upcoming National Tour (https://learn.sparkfun.com/tour), and helping educators bootstrap their tech and STEM education efforts. His discussion will highlight how to effectively use open source in education, as well as its pitfalls and advantages.

SparkFun will also host two workshops and a demo for 30 attendees. The first workshop will teach through-hole soldering with the Simon Says kit (https://www.sparkfun.com/products/10547?). The second workshop will add an FTDI to the Simon kit to cover the five basic concepts in an ?Intro to Arduino programming? class. For the final demo, class participants will add an XBee Series 1 (https://www.sparkfun.com/products/8664?) to their Simon kits and upload new code to play Wireless Battle Mode against each other.
