Police find all 3 women in SUV in Vegas Strip attack found

LAS VEGAS (AP) ? A week after a shooting and spectacular fiery crash on the Las Vegas Strip, police said Thursday they have found and talked with all three women who were in an SUV with driver and accused shooter Ammar Harris.

Harris, 26, a felon and self-described pimp whose Internet posts show him with fists full of money and boast of a high-rolling lifestyle with prostitutes, is the subject of a multi-state manhunt following the Feb. 21 gunfire and chain-reaction crash that left three people dead and at least five people injured.

Late Wednesday, police found SUV passenger Tineesha Lashun Howard in another state, and Las Vegas police Capt. Chris Jones said for the first time that police previously found and interviewed two other women who were with Howard in Harris' black Range Rover SUV during the shooting.

The gunfire killed a self-prompted rapper driving a Maserati, and the sports car slammed into a taxi that burst into flames, killing the driver and passenger.

Jones wouldn't release the names of the other passengers in Harris' SUV, but said none had been charged with a crime. Police are concerned about their safety, the police captain said.

"There is no other person wanted in this case other than Harris," Jones said. "No one else faces charges."

Howard, a 22-year-old from Miami with a history of prostitution arrests, also uses the names Yenesis Alfonzo or Yani. She was identified by police on Tuesday as a person of interest in the case who might have been in danger. Jones wouldn't say Thursday where she was found.

Las Vegas police also sought Thursday to stop the circulation of several photos the department issued Tuesday and Wednesday in the search for Harris. Police said they depict people other than Howard.

Harris was arrested last year in Las Vegas in a 2010 prostitution case using the name Ammar Asim Faruq Harris. He was charged with robbery, sexual assault, kidnapping and coercion with a weapon, and police sought charges of pandering by force and felon in possession of concealed weapon. Court records show that case was dismissed last June.

Harris was convicted in South Carolina in 2004 of felony possession with intent to sell a stolen pistol and convicted that same year in Atlanta of a misdemeanor marijuana possession charge.

He is sought in Las Vegas on three murder warrants.

Head of F-35 program says corporations milking the $396 billion project

AVALON, Australia (Reuters) - The Pentagon program chief for the F-35 warplane slammed its commercial partners Lockheed Martin and Pratt & Whitney on Wednesday, accusing them of trying to "squeeze every nickel" out of the U.S. government and failing to see the long-term benefits of the project.

U.S. Lieutenant-General Christopher Bogdan made the comments during a visit to Australia, where he has sought to convince lawmakers and generals to stick to a plan to buy 100 of the jets, an exercise complicated by the second grounding of the plane this year and looming U.S. defense cuts.

Pratt & Whitney, a unit of United Technologies Corp , is sole supplier of engines to the $396 billion F-35, or Joint Strike Fighter. Lockheed Martin provides the body of the radar-evading jet, the most expensive combat aircraft in history.

"What I see Lockheed Martin and Pratt & Whitney doing today is behaving as if they are getting ready to sell me the very last F-35 and the very last engine and are trying to squeeze every nickel out of that last F-35 and that last engine," Bogdan told reporters at the Australian International Airshow in southern Victoria state.

"I want them both to start behaving like they want to be around for 40 years," he added. "I want them to take on some of the risk of this program, I want them to invest in cost reductions, I want them to do the things that will build a better relationship. I'm not getting all that love yet."

A Lockheed Martin executive at the airshow declined to comment when reached by Reuters, saying he was unaware of Bogdan's comments. Executives from Pratt & Whitney could not immediately be reached for comment.

Bogdan caused a stir shortly after joining the F-35 program last August when he described the relationship between the government and Lockheed Martin as the worst he'd ever seen. There had been little improvement since then, he said.

"Are they getting better? A little bit," he said. "Are they getting better at a rate I want to see them getting better? No, not yet."

If the project stays on track, Pratt & Whitney will eventually provide 4,000 engines and Lockheed Martin 3,000 planes.

The Pentagon plans to buy 2,443 of the warplanes in the coming decades, although many analysts believe U.S. budget constraints and deficits will reduce that number.

Australia, a close American ally, is considering doubling its fleet of 24 Boeing Co F/A-18 Super Hornets amid delays and setbacks in the F-35 project. That means Canberra could buy far fewer F-35s than initially planned.

Bogdan was also critical of what he suggested were leaks from Pratt & Whitney's camp about the engine issue, which led the Pentagon to suspend F-35 flights last Friday.

Two sources told Reuters that Pratt & Whitney is 99 percent sure the fan blade problem that grounded the jets was not caused by high-cycle fatigue, which could force a costly design change, and the aircraft could be flying again within the week.

"Until all those tests are done and I see the results, I don't know what's going on," Bogdan said. "However ... my gut would tell me it's on the spectrum of the minor side - 99 percent is bold, flying next week is bold."

Bogdan also gave the example of taking six months to close a deal with Pratt & Whitney for engines on its fifth bloc of jets, shortly after General Electric Co had been dropped as a second supplier of engines for the program, leaving Pratt & Whitney as sole supplier for the next 40 years.

"Now, you would think a company like Pratt & Whitney that was just given the greatest Christmas gift you could ever, ever get for a company would act a little differently," Bogdan said.

Bogdan is flying back to the United States this weekend, just in time to hear about the future of U.S. military budgets, which are slated to be cut by nearly $500 billion over the next decade, an amount which could double unless Congress acts in the next week to avert spending reductions known as "sequestration".

Bogdan said he was confident the F-35 program would remain on track and on budget if he was given the discretion to deal with any cuts.

The risk is that money is cut from the $6 billion set aside for the development program by the end of October next year.

"I need every penny of that $6 billion to get over the finish line," Bogdan said. "If they take money out of development something's going to have to give. I'm either going to have to push the program out or I'm going to have to shed capability."

Budget cuts aside, Bogdan said he was confident of bringing the cost of each plane down to around $90 million by 2013, compared to around $120 million now.

Budget cuts have already forced Italy to scale back its F-35 orders, and Turkey has delayed its purchases by two years. Orders from Japan and Israel have buoyed the project, and additional Israeli orders are expected in 2013.

Lockheed is building three different models of the F-35 for the U.S. military and eight countries that helped pay for its development: Britain, Canada, Italy, Turkey, Denmark, the Netherlands, Australia and Norway.

CHRISTINE MILNE: I've asked Senator Penny Wright to join me today at the big conference here of the Australian Education Union. This is a critical issue for the Greens between now and the election. The Government has really squandered the opportunity of two terms of government to bring in the reform to schools funding that we desperately need. The Gonski review was a big breakthrough but they've been sitting on that for quite some time now and the real challenge is - when are we going to see the funding model brought in, the legislation brought in? We only have a few weeks of Parliament left; the Greens stand ready to pass those Gonski reforms as soon as we can. In fact we want the full Gonski and we want it fast-tracked.

We are going to move an amendment saying that we want additional funding raised and additional funding going to the most disadvantaged public schools as a priority. But if the Government doesn't pass that amendment, and the Coalition certainly won't, they won't support putting money into disadvantaged schools. If the Government doesn't, well that's a reflection of where the Government's priorities are. We will pass that bill because we are determined that before September 14 there will be a new funding model in Australian education, it will be fair and equitable and it will start to address the big gap between the levels of disadvantage in public education that really we desperately need to fill.

JOURNALIST: What do you make of the fact that Julia Gillard said here earlier today that you are joining with Tony Abbott in saying that (inaudible).

CHRISTINE MILNE: Well it's simply wrong. The Prime Minister's completely and utterly wrong. The Greens have been driving the Government to do something about Gonski for some time, to do something about funding public education. We have stood up time and time again asking that that be done. At the end of last year I challenged Peter Garrett to bring the legislation in before the end of 2012. Let's deal with it. Let's pass it before we move into an election year. He didn't do that. They are dithering with the last chance we've got before the election to bring in a fair and equitable funding model. If they don't they are risking Tony Abbott proceeding with an inequitable model and staying with what we've got now. Now that is just not fair. I'm not prepared to stand by and let the Government make education funding an at-risk proposition. It is not an at-risk proposition for the Greens, we are ready to pass this. Bring it on - full Gonski, fast tracked. The Prime Minister is wrong to suggest the Greens have any other agenda than that

JOURNALIST: Are you accusing them of deliberate delaying tactics?

CHRISTINE MILNE: Whether it's deliberate, whether it's incompetent, whether it's cynical political strategy to try and drive it right up to the election to make it an at-risk proposition, who knows. What I know though is Labor has been in government since 2007. The Prime Minister herself was the Education Minister in 2007 and delayed, and delayed, bringing on the changes to funding. So they have dithered for all these years. A child who started high school when Labor got into power will have left year 12 by now. We cannot afford any further delay. It would be totally responsible to go to this election having not legislated a fairer and more equitable funding model that gives all kids in Australia a fair go. Surely the Parliament can do that before we rise and then if there is an Abbott Government elected, the Greens will be the bulwark in the Senate that stops and them repealing a fair funding model.

JOURNALIST: Christine can I ask you what your reaction is to the way the Australian Olympic swimming team has been treated today?

CHRISTINE MILNE: Oh look I really think there are some serious issues in sports culture in Australia and I think the community will be very disappointed and the community is just losing trust in elite athletes across the whole gamut of sports. We of course want to support our athletes but we are worried about the culture in sport and if indeed the swimmers concerned have breached the Australian swimming code and rules then they will be dealt with accordingly but I think we have a bigger picture issue here to discuss and that is to go back to thinking about what it is we want from our sportsmen and women and surely we want greater participation, greater joy by the whole community in sport generally.

JOURNALIS: Do you think these individuals have been hung out to dry?

CHRISTINE MILNE: As I said I would like to have this looked at big picture, as a cultural issue. If people have breached the rules then clearly they will be held to account for that but I think we need to see the bigger picture and have a conversation in Australia about what kind of pressure we are putting on our elite athletes and also whether this is the road we want to go down and how we as a community are going to change it because after all they are a function of the way that we run sport.

JOURNALIST: Why did you link funding Gonski to the mining tax?

CHRISRTINE MILNE: The Greens have never linked the passage of the Gonski legislation to anything. We've said that we are not prepared to put the lives and the future of Australian kids on the line in terms of jeopardising that in any shape or form. What I have said though is that it is wrong to see this rolled out until 2020 before we get the full benefit. What we should be doing is raising money from the mining tax in order to use additional funds to go into our most disadvantaged schools first. That is the amendment the Greens will be moving. Let's raise the money, let's get those funds into education now, to the most disadvantaged now, not leave it until the end of the decade.

JOURNALIST: Are you disappointed the PM didn't stick around?

CHRISTINE MILNE: Well I'm really disappointed that the Prime Minister didn't spell out to the whole of the Australian community, particularly the teaching community, exactly the timetable for when we're going to get this legislation. Because we only have a few more weeks of sitting. She pointed to COAG but we have to get the legislation through the Parliament. That means we have to have passed it through both houses by the end of June. We are running out of time. And this is a narrow window of opportunity to actually put money into Australia's most disadvantaged schools. We need to get on with it and I'm disappointed that the Prime Minister did not spell out the legislative timetable so that we can all get behind it, lobby for it and make sure it happens.

Writing without keyboard: Handwriting recognition on the wrist

Feb. 21, 2013 ? Typing text messages on the mobile phone via the tiny soft keyboard is very cumbersome. How about simply writing it into the air! This idea drove the development of "airwriting" made by computer scientists of Karlsruhe Institute of Technology (KIT). Sensors attached to a glove record hand movements, a computer system captures relevant signals and translates them into text.

For the further development of mobile interfaces based on these ideas Professor Tanja Schultz and Dipl.-Inform. Christoph Amma received the "Google Faculty Research Award," worth $ 81.000.

The system offers a new interface for wearable computing applications. These are computer systems worn like clothes, which can be integrated seamlessly into the everyday life of the user. "Information technology is used any time and anywhere, but smart phones are still working on the basis of virtual keyboards and small screens. However, gestures allow for new types of input -- in particular for mobile devices or devices integrated in clothing. The interaction is embedded seamlessly in everyday life," says doctoral student Christoph Amma, who has developed the system at the Cognitive Systems Lab (CSL) of KIT. "The airwriting glove is used to write letters into air, as if using an invisible board or pad."

For this purpose, acceleration sensors and gyroscopes are attached to the thin glove. Contrary to systems based on cameras, these sensors are very small, mobile, and robust. They record the movements of the hand and transmit them to a computer system via a wireless connection. The computer system first checks whether the user is indeed writing. "All movements that are not similar to writing, such as cooking, doing laundry, waving to someone, are ignored. The system runs in the background without interpreting every movement as computer input," says Amma. The computer scientist thinks that the device is perfectly suited for future mixed-reality applications. For instance, in glasses with integrated miniaturized screens, news may be displayed to the user in the field of vision. "When such a system is combined with the possibility to input commands and texts by gestures, you do not even need a hand-held device," emphasizes Amma.

During writing, the airwriting system decodes the letters by a pattern recognition method. Previous approaches mainly focused on the recognition of single gestures assigned to certain commands. Amma's approach goes far beyond: For every letter of the alphabet, a statistical model of the characteristic signal pattern is stored. It also takes into account individual differences in the writing style. The system can recognize complete sentences written in capital letters and presently has a vocabulary of 8000 words. "The system has an error rate of 11%. When it is adapted to the individual writing style of the user, the error rate drops to 3%," Christoph Amma says. Scientists are now working on further refining the method to filter out writing. Moreover, they want to make the system smaller in order to increase wearing comfort and user acceptance.

"This can be achieved with commercial components. An unobtrusive wrist band might be feasible, for example," says Christoph Amma. It is also planned to integrate the system in smart phones. In this case, neither the wrist band nor the tiny soft keyboard would be required to writea text message.

TripAdvisor voters crown Italian beach as world's best

LONDON -- A remote beach in Sicily, Italy, was named on Thursday as the best beach in the world by a survey of travellers, while a UK beach managed to sneak into the top 10.

Rabbit Beach came top in the first annual awards for the world's best beach based on millions of reviews and ratings by international tourists on the TripAdvisor website.

Rabbit Beach, on the island of Lampedusa off the south coast of Sicily, was described as an unspoiled nature reserve that can only be accessed by boat and one of the few places in the Mediterranean where loggerhead sea turtles go to lay their eggs.

Second place went Grace Bay, Providenciales, in the Turks and Caicos, while Australia's Whitehaven Beach in the state of Queensland came third.

"Rabbit Beach's is clearly a big hit with travellers and it's easy to see why with its stunning turquoise water and white sand," said TripAdvisor spokeswoman Emma Shaw.

In recent years the southern Italian island of Lampedusa has been in the news as the landing point for tens of thousands of refugees and would-be migrants during the Arab Spring uprisings.

Thousands of migrants risking the dangerous voyage across the Mediterranean Sea in small overcrowded fishing boats died as a result of shipwreck, harsh conditions at sea or a lack of food and water, setting off a crisis that threatened to overwhelm the island.

Shaw said this award would be a boost for Sicily's tourism.

Beaches in Brazil, Spain, Puerto Rico, Bermuda and Aruba also featured in the top 10, praised for their white sands and swaying palm trees.

But one surprise in the list, coming 10th, was Rhossili Bay in Swansea, Wales, which beat beaches in Hawaii, the Caribbean and more exotic locations to make the top 10 list.

Rhossili Bay, on the Gower Peninsula, stretches for three miles (5 kms) and its vast expanse of sand backed by sand dunes and towering cliffs make it popular with surfers, paragliders and ramblers.

"We are delighted, but not surprised, that Rhossili Bay has been acknowledged ... We hope that many more visitors continue to enjoy its outstanding natural beauty," David Phillips, leader of the City and County of Swansea, said in a statement.

A spokeswoman for TripAdvisor said the best beach awards were based on the quality and quantity of traveller reviews and ratings for beaches on the website gathered over a 12-month period. Following is TripAdvisor's list of the Top 10 beaches in the world:

The Dallas Cowboys have been interested for months in extending the contract of franchise quarterback Tony Romo.? And after months of dragging their feet, it appears that Romo?s camp at least is willing to listen.

Cowboys executive V.P. Stephen Jones tells 105.3 The Fan in Dallas that talks aimed at adding years to Romo?s deal ? and in turn reducing his $16.8 million cap number for 2013 ? have commenced.

?We have a great quarterback and he deserves to be paid,?? Jones said.? ?We have a good quarterback and we want to reward him.? He?s in the last year of a contract and our goal is to not let the quarterback run out of contract.??

For now, Jones characterizes the talks as ?informal.?? And in the hopes of making them more formal, Jones appears to be trying to lay the salary-cap guilt trip on Romo.

?I think on this particular situation with Tony is we think we have a great quarterback and we want him to be our quarterback here for the next four to five years,? Jones said.? ?When you have a good one and you?re fortunate enough to have a good one, then he?s going to take up the biggest part of your cap space, so you have to be partners with one another and you have to do things.? No one wants to win more, no one wants to have success more than Tony.? He knows in order to do that we have to manage our cap and he plays a big part in that because the percentage of the cap that he takes.??

Romo?s current deal can?t be ?restructured? because there?s only one year left on it.? The cap number will drop only if the parties extend the deal to cover future years.? But Romo has no reason to extend the contract without receiving a large chunk of cash.

When the Cowboys wanted to talk contract during the 2012 season, Romo?s reps resisted, sensing that the team simply wanted to buy low.? And the Cowboys may still try to low ball Romo, whose leverage increases with the jump in his cap number.

If Romo is willing to shoulder the risk of injury, he can ride out the final year of his deal, forcing the Cowboys to use the franchise tag in 2014.? Based on his 2013 cap number, it would cost the Cowboys $20.16 million to keep him next season.

For that reason, Romo should be seeking a minimum guaranteed payment of $38.96 million, which is the sum of what he?ll make over the next two seasons.

Adding a third season to that package, and Romo?s pay for 2015 under the franchise tag would be $24.192 million.? That pushes his three-year haul to more than $63 million.

Terrorists Attack Sports City in Damascus, One Footballer Martyred, Others Wounded

20130220-133824_h468315An armed terrorist group on Wednesday attacked the stadium of Tishreen Sports City in Damascus with two mortar shells, causing the martyrdom of al-Wathba football team player, Youssef Suleiman.

One of the shells fell on the stadium?s floor, while the other one exploded near Tishreen Hotel.

A number of players and members of administrative staff were wounded in the shells, which also caused to huge material damage in the site.

Head of the Sports Union, Major General, Mowaffaq Jouma, pointed out that the terrorist attack came in the same context of targeting sports cities and institutions, stressing that athletes will continue their training despite the crimes of the armed terrorist groups.

Jouma offered condolences to the family of the martyr and wished quick recovery for the wounded players.

Insight: Rome will burn, regardless of Italian election result

ROME (Reuters) - Regardless of who wins next weekend's parliamentary election, Italy's long economic decline is likely to continue because the next government won't be strong enough to pursue the tough reforms needed to make its economy competitive again.

Bankers, diplomats and industrialists in Rome and Milan despair at how Italians are shifting allegiances ahead of the February 24-25 vote to favor anti-establishment upstarts and show disgust with the established parties.

That makes it more likely that no bloc will have the political strength to tackle Italy's deep-rooted economic crisis, which has made it Europe's most sluggish large economy for the past two decades.

Final opinion polls predict that the vote will deliver a working majority in both houses for a centre-left coalition governing in alliance with technocrat former prime minister Mario Monti. Political risk consultancy Eurasia assigns this scenario a 50-60 percent probability.

But Italy's election for both chambers of parliament has the potential to tip the euro zone back into instability if the outcome does not produce that result.

The colorful cast of candidates includes disgraced media tycoon Silvio Berlusconi, one of the world's richest men, the bespectacled academic Monti, anti-establishment comedian Beppe Grillo who campaigns from a camper van, and Nichi Vendola, a former communist poet who is the governor of Puglia.

Investors have so far taken a relaxed view, relying on polls produced until the legal deadline for surveys of Feb 10.

One of the best indicators that they are not worried: Italian benchmark 10-year bond yields, which topped six percent during the country's worst political moments in 2011, are now trading around 4.4 percent, almost a full percentage point lower than those of Spain.

Italian stocks have performed broadly in line with the wider European market since January, despite the election and a wave of scandals which has engulfed several leading Italian groups.

But observers in Italy are increasingly nervous that the rosy election scenario favored by investors may not work out.

A jaded electorate, angry about political corruption, economic mismanagement and a national crisis that has impoverished a once-wealthy member of the G7 club of rich nations, could produce a surprise.

Pier Luigi Bersani, the standard-bearer for the centre-left, is a worthy but lackluster former minister whose party has been linked to a banking scandal in the mediaeval Tuscan town of Siena. Support for his party now seems to be fading.

Opponents have latched on to the fact that the ailing bank, Monte dei Paschi, was run by a foundation dominated by political appointees from the centre-left and accused Bersani's party of presiding over a debacle that will cost taxpayers hundreds of millions of euros.

CAMPER VAN POLITICS

Monti, dubbed "Rigor Montis" by one opponent for his austerity policies which critics say hurt growth, is stuck in fourth place and slipping. Detractors say he comes across poorly on the hustings and has been hurt because he formed an election alliance with two discredited centrist politicians who are emblematic of the traditional politics which Monti disavows.

The big gainer in the final days before the election, according to private surveys quoted by experts, is stand-up comedian Beppe Grillo and his anti-establishment 5-Star Movement. Grillo has been on a "tsunami tour" of Italy in a camper van, filling piazzas with his ringing denunciations of the country's political class. He campaigns mainly on the Internet, where his widely read blog features a list of Italy's parliamentarians convicted of a crime (it features 24 names).

"The big question is: what happens to Grillo?" said one senior banker in Milan, speaking on condition of anonymity. "He won't win but he could stop Bersani and Monti from getting enough seats to form an effective government."

Under the electoral law in force for this poll, which almost all Italians agree is in need of reform, voters cast ballots for a party list. The coalition with the most votes is awarded top-up seats in the lower house to give it a 55 percent majority. But in the Senate, the top-up premium applies by region.

Pollsters say the race is too close to call in a few battleground regions but there is a good chance the centre-left will fall short of a majority in the Senate, which has equal law-making powers to the lower house.

A substantial vote for Grillo's movement - and some experts suggest he could top 20 percent - could mean the new parliament is filled with new, inexperienced, anti-establishment deputies who may refuse to do deals with other politicians and block legislation. Bersani and Monti could find themselves without a workable majority in the Senate even in alliance - a scenario which Eurasia believe has a 20-30 percent probability.

"It's hard to see Grillo's movement as a source of stability," said one diplomat, speaking off the record. "There is no chance they would be part of a coalition."

CONVICTION POLITICIAN

Ironically Grillo himself will not be entering parliament regardless of how well his movement does. The shaggy-haired 63-year-old was convicted of manslaughter after three passengers died when a jeep he was driving crashed in 1981, making him ineligible for election under his own party's rules barring convicted criminals from parliament.

"Grillo's agenda is just silly," said one leading Italian columnist, speaking anonymously because his publication did not allow him to be quoted in other media before the vote.

"It's a fuck off policy. He wants to leave Europe, set up people's tribunals, halve public employees. It's the most visible symptom of Italy's political crisis."

The 5-Star Movement is not the only anti-establishment force threatening to make Italy ungovernable. The federalist Northern League, which favors greater autonomy for northern Italy, is polling around five percent nationally. Its leader Roberto Maroni told Reuters last week he would use his seats in parliament in alliance with the centre-right to block a centre-left coalition and prevent it from governing.

The League is particularly important in the Senate as its home region of Lombardy, where the party polls about 15 percent, returns by far the most senators - 49 out of a chamber of 319.

Should Grillo's movement and the Northern League win enough seats to deprive a centre-left coalition with Monti of an overall majority, the most likely outcome is a "grand coalition" of left and right, experts say.

Such a result would unsettle investors because it would be likely to bring centre-right leader former premier Berlusconi, 76, back into government in a key role and Monti would be unlikely to join it.

Berlusconi's own party has boosted its standing in polls over the past month, helped by the former premier's veteran campaigning skill and his dominance of the country's private TV channels. But nobody apart from his own supporters believes he is likely to win this time.

POPE FACTOR

Pope Benedict's unexpected resignation this month has pushed the parliamentary election off the front pages in Italy, giving Berlusconi less print space and TV air time to press his populist message. The main beneficiary appears to be Grillo, whose strategy of ignoring mainstream media and campaigning on the Internet has been unaffected by the news from the Vatican.

Investors above all want a government which will tackle the reasons for Italy's lackluster performance. Italy has hardly grown since the birth of the euro in 1999 and its economy has slumped faster since the 2007 financial crisis than any other in Europe except Greece. Last year, Italy contracted by 2.2 percent, according to official statistics.

Businessmen complain of three main obstacles: stifling bureaucracy, labor laws which offer workers so much protection that they encourage slack performance, and a dysfunctional court system which makes it hard to enforce contracts and collect debts. All are deep-rooted problems and none is likely to be tackled effectively by a weak and divided government.

"Nobody in Italy is ready to make the reforms our country needs right now," said the chief executive of a major Italian company, speaking off the record.

"I am deeply convinced that without a major change in labor flexibility, we will not be able to increase productivity. My personal experience is that Italian labor is fantastic. But if you take a very good worker and tell him his job is completely safe, you will turn him into a slacker."

Italy's byzantine court system - where cases can languish for years - and its legendary bureaucracy are major obstacles to foreign investment and competitiveness, business people and diplomats say. "Foreign companies are surprised by how hard it is to get things done here which we all thought had been agreed in Brussels 20 years ago," said one senior European diplomat.

Monti's technocratic government won plaudits from business for reforming Italy's pension system but its efforts to reform labor laws did not enjoy similar success. Monti's government lasted 13 months until Berlusconi's bloc triggered its collapse by withdrawing support. Some observers in Italy don't believe that the next parliament's make-up will be nearly as conducive to reform as the outgoing one.

MUDDLE-THROUGH OUTCOME

"I want to be optimistic but my best guess is that they will keep to this muddle-through scenario in the next parliament with lackluster results for the economy," said a second senior diplomat. "This country needs a new generation of political leaders."

Key among the concerns of diplomats and business people is the disparate nature of the centre-left coalition leading in polls.

Bersani's election alliance is made up of four main parties, stretching from the former communist Vendola through the Christian left to socialists and centrists. If it is unable to govern alone, as most polls predict, it will need the support of Monti's bloc - itself made up of three parties.

Bankers fear that a government made up of seven different groups of widely varying political hues is highly unlikely to agree on the tough, radical reform measures the country needs.

"If we have a government made up of Bersani, Monti and Vendola, they will argue all the time," said the chief executive. "Bersani and Vendola's capacity for reform is almost zero." Comparing the present Italian centre-left candidate to the former German chancellor whose successful labor reforms belied his socialist roots, he added: "Bersani is no Schroeder".

Bersani's economic spokesman Stefano Fassina insists that the centre-left fully understands the urgency of Italy's economic plight and is committed to deliver on measures to stop the rot. But he puts the emphasis on making the public sector more efficient and persuading Berlin to tone down budget austerity at a European level rather than pursuing labor reform in Italy. Fassina insists that public commitments by Bersani and Vendola on an agreed program will minimize disagreements but he does admit to concern about how a centre-left administration could work with Grillo's unpredictable forces.

"It's impossible to have any discussions with Grillo as a party," he said. "We hope that in parliament some of his MPs will be pragmatic enough to agree on reasonable measures."

With so much uncertainty about the election and the chances fading of it returning a strong, stable reformist government, it is hard to avoid the conclusion that Italy's slow, steady economic decline will continue regardless of the result.

"We've seen a steady economic decline in Italy over the past 20 years and it's very hard to see any outcome from this election which will reverse that. The reforms which would really get the country going again are out of reach," concluded the European diplomat.

If you're one Elon Musk, you're probably ready for just about anything to take the place of the only story dominating the Tesla tagline for the past few weeks. Of course, a $90 million net loss isn't the ideal story to overtake the Model S kerfuffle, but hey -- at least the company's aiming to pull in a profit next quarter. In a bid to keep investors focused on the positive, the automaker's Q4 2012 shareholder letter notes that Tesla is officially predicting its first quarterly profit in Q1 2013, sliding up from "late 2013."

For the quarter that just wrapped, the firm saw revenues of $306 million (a 500 percent increase sequentially from the $50.1 million seen in Q3 2012), and it ended the year with $221 million in total cash after having made the first quarterly principal payment of $12.7 million to repay the loan to the U.S. Department of Energy. Tesla also plans to deliver some 20,000 Model S vehicles in 2013, with around 4,500 of those happening in Q1. Europeans and Asians can expect their deliveries in "summer" / "late this year" (respectively), with the first Model X deliveries to occur in early 2014. Musk also told investors that it plans to "spend significantly less on capital expenditures" in 2013 compared to 2012, helping to (hopefully) generate "slightly positive net income on a non-GAAP basis" in Q1 2013.

SAN ANTONIO -- The San Antonio journalism community is mourning the loss of one of its own.

KABB 29 news anchor Karen Martinez has passed away following a long battle with breast cancer. She was 37 years old.

Martinez was the anchor for FOX San Antonio's 9 p.m. newscast.

She leaves behind her husband, Joseph, and three children, Josh, Miranda, and Mitchell.

Funeral arrangements are pending.

Mindy McCready may have been recognized nationally as a country music singer after her 1996 debut single "Ten Thousand Angels," but to many Lake residents she will be remembered for the empathy she showed in the aftermath of killer tornadoes in February 2007.

McCready ? who died Sunday of an apparent self-inflicted gunshot wound at her Arkansas home ? handed over the keys of 15 free automobiles to east Lake victims after a tornado outbreak that killed 21 people and destroyed several homes and automobiles. McCready appeared on behalf of the nonprofit 1-800-Charity Cars, which provided the cars.

Robert Lee Hicks, 56, said McCready helped put a roof back over his head after his home was blown away.

"I was literally staying in a tent on the property. Charity Cars actually donated a motor home to me, so I was out of the weather," Hicks recalled this week. "I couldn't believe somebody of her stature would come down and help somebody like me. At the time I literally had nothing."

McCready cried as she gave away the cars, saying, "Nothing could replace what you lost. Nothing could ever be good enough. But we hope that this is a start."

Said Doris Thomas, 54, of Lake Mack: "It was like she was an angel sent from God the way she helped us."

El Paso police seek Former Eastwood HS coach suspected of improper relationship with student

El Paso-area law enforcement officials are asking for help in finding a former Eastwood High School coach and teacher suspected of having an improper relationship with a student.

The search for the coach, Christopher Miranda, 24, is the focus of this week's Manhunt Monday fugitive profile.

Officials said Miranda is wanted on three counts of improper relationship between educator and student, and two counts of sexual assault of a child. They believe Miranda is still in the area and hiding from law enforcement.

A spokeswoman with the Ysleta Independent School District said Monday that after administrators were notified about the charges, Miranda was immediately placed on administrative leave, and police and Child

Protective Services were notified. Miranda has since resigned from the district.

He is described as 5 feet, 9 inches tall, 180 pounds with brown hair and eyes and a medium build.

Anyone with information on his whereabouts is asked to call Crime Stoppers of El Paso at 566-8477. Callers will remain anonymous and may be eligible for a cash reward if their information leads to Miranda's arrest.

Ysleta district officials said they continue to cooperate with law enforcement in the investigation.

Resistance builds against red-light traffic cameras

Currently 21 states and Washington, D.C., use automated cameras at traffic intersections to catch violations such as running through red lights and stopping over white lines. While the cameras bring in thousands of extra dollars, drivers and some government officials argue they are inaccurate and rip people off. NBC's Tom Costello reports.

Drivers dread it -- that flash as they try to speed through a yellow traffic light. It?s a red light camera, and a signal that a ticket is on the way.

A rarity 15 years ago, red light cameras have become ubiquitous in many U.S. cities. Communities in 24 states and Washington, D.C., now use the cameras to try to decrease illegal -- and sometimes deadly -- traffic violations. Supporters say it?s worked.

"In the last five years we went from 54 traffic fatalities to 19,? said Cathy Lanier, police chief in Washington, D.C., which began using the cameras in 1999. ?I mean, that's dramatic!?

Red light cameras are one piece of a growing network of automated traffic enforcement. Cameras now monitor speed, bus and high-occupancy-vehicle lanes and intersections with stop signs. Proponents like Lanier say they help to deter accidents, nab violators and allow states and municipalities to keep an eye on the roads for less.


But critics of red light programs worry about the Big Brother aspect of using cameras instead of cops. Many also say cameras, which are generally run by private companies, have spread not because they make streets safer, but because they mean profit for cities and companies.

?What the issue really comes down to is these companies are ripping people off by hundreds of millions of dollars, in the name of caring about our safety and our health and our kids,? said New Jersey Assemblyman Declan O?Scanlon, who has introduced anti-red light camera legislation to the state Legislature.

Recent news stories have fueled opposition. In Chicago, an alleged pay-to-play scandal led the mayor to ban one company from bidding for future contracts. Millions were spent on pro-camera lobbying in Florida and other states. In Iowa, doubts about the constitutionality of using cameras as traffic enforcers led a state senator to introduce a bill to ban red-light cameras ? a move already taken by at least nine other states.

What does science say?
Red light violations were associated with some 700 deaths and nearly 90,000 injuries in 2009, according to a study based on data reported to the National Highway Traffic Safety Administration. Fatalities and injuries have decreased in recent years, the study shows.

Researchers, however, are divided on how much red light cameras increase safety.

In 2011, the Insurance Institute for Highway Safety, a nonprofit research group funded by the insurance industry, released a study that found red light cameras decreased fatal accidents by an estimated 24 percent in large cities that use them.

But a 2005 Federal Highway Administration study painted a more nuanced picture. Data from seven jurisdictions showed a decrease in front-into-side crashes at intersections with cameras. But it also showed an increase in rear-end crashes. The researchers said that apparently was the result of drivers hitting the brakes to avoid a ticket. Overall, however, the research showed the cameras saved money by both decreasing the most serious accidents, and generating revenue.

However, the FHA says that red light cameras shouldn?t be a knee-jerk traffic enforcement option. The agency issued a number of recommendations regarding the implementation of red light cameras, saying cameras should be considered only after engineering solutions have failed in problem intersections. Among the possible solutions, it says: Give drivers more cushion. Increasing yellow time by one second, it found, can result in a 40 percent decrease in crashes in stoplight-controlled intersections.

?It all hinges on proper yellow light time,? said John Bowman, communications director of the National Motorists Association, a drivers advocacy group. ?If yellow lights are set properly, based on established traffic engineering, red light cameras are unnecessary because you almost automatically have low numbers of violations and low numbers of accidents. If you shorten those yellow light times beyond bare minimums, that?s when you start to generate more accidents and more violations.?

Problematic cameras

Last year Bond?s son was issued two different tickets for turning left on a red light at an intersection. But when Bond watched videotape of the alleged traffic offenses, he saw that in both instances his son had legally turned left on a flashing yellow light. The town had recently switched to a flashing yellow at the intersection, but Redflex, the private company running the cameras, kept treating it as a red, Bond said.

Each time, Bond, who lives in nearby Chatham County, went to the office that issued the tickets to complain. Each time, he said, his tickets were dismissed but the larger issue was ignored.

"I just basically stood there and said, ?No sir, you?re going to look at the video,?? Bond told NBC News. But law enforcement officials told him he would have to attend a hearing to contest it.

"I said 'We?re not going through all that,'? Bond said. ?He started hee-hawing around. Then he looked at the video and said, ?This is wrong.?"

After a local television news station approached town officials with Bond?s tickets, details emerged about tens of other tickets wrongfully issued in Cary by faulty red light cameras last year. A review of its red light cameras found that cameras in one intersection had generated at least 31 false violations, many of which led to $50 tickets.

Town officials told the Raleigh News and Observer that Redflex had failed to report the error to the town.?

But Jody Ryan, spokesperson for Redflex, said the company took action as soon as it discovered the wrongful tickets.

?In this situation, changes were made by the Town of Cary to the traffic light phases without Redflex Traffic Systems, Inc. knowledge,? Ryan said. ?Because we were unaware of these changes, our systems triggered a set of false positives. ?Once we were notified of the issue Redflex either dismissed or refunded all the affected citations on behalf of the Town of Cary.?

While major cities can make millions off red light cameras, in some contracts red light camera companies keep the majority of funds paid by violators. Redflex?s contract with Cary, for instance, allowed the company to keep 88 percent of the money generated by red-light camera tickets in Cary. Between April 2004 and July 2012, ticketed drivers paid $5.7 million to the company, and $646,000 to the Wake County Public School System, which received the city?s proceeds.

The controversy led town officials to abandon its red-light camera program altogether.

Cary is one of a number of communities, including large cities such as Houston, that have recently abandoned their camera programs amid opposition from residents.

Dollars and cents
About 700 municipalities in the country have cameras. One of the most prominent companies, Redflex, had about 2,000 cameras in operation around the nation in 2011, bringing in over $92 million in revenue, according to its annual report. American Traffic Solutions, another big player in the industry, reports more than 3,000 road safety systems installed in the U.S. and Canada, which include red light cameras.

Red light cameras can also pull in big revenues for cities. An investigation by NBC 4 in Washington, D.C., found the Capitol region drivers received tickets with at least $18 million dollars in fines in one year attributable to the cameras. NBC 5 in Dallas found a single camera in Arlington, Texas, generated $2.5 million over four years.

Communities continue to adopt the technology. In 2011, East Cleveland residents voted to keep red light cameras. Last year, New Jersey?s Pohatcong Township voted to extend its contract with Arizona-based American Traffic Solutions.

?The bottom line is that those who oppose cameras are the minority,? said Charles Territo, spokesperson for American Traffic Solutions. He added that American Traffic Solutions doesn?t issue tickets: a police officer reviews each image before issuing a violation. According to ATS, about 50 percent of traffic ?events? each year are rejected before a violation is issued.

?The majority of voters around the country know the dangers of red light running,? Territo said. ?Nobody likes to get a ticket, but cameras are used in a number of places around the country and the world. They?re used to help police officers do their job.?

But cameras have faced increasing opposition from drivers who object to the automated systems for many reasons, including the inability to confront their accuser in court. Facing pressure from constituents, local and state politicians in Iowa, Florida, New Jersey and other states have recently introduced measures to change or end the camera programs.

Other controversies have raised questions about red light?cameras. Problems with short yellow lights, which may increase the number of tickets issued, have surfaced in cities from California to Tennessee. Judges in Baltimore have castigated the city and thrown out tickets after finding the city had shortened yellow lights below recommended limits. Last summer, the New Jersey?Transportation?Department ordered 21 red light programs suspended after finding yellow-light timing issues. Meanwhile, camera companies have sued, or threatened to sue, cities who back out of contracts. And they?ve been?investigated for possible?pay-to-play schemes with local governments.?

?They?re very aggressive in terms of lobbying for favorable legislation or favorable court cases,? said Bowman of the National Motorists Association. ?It?s big business, and there?s a lot of money at stake.?

Last October, Chicago Mayor Rahm Emanuel barred Redflex from re-bidding on the city?s red-light camera contract after a Chicago Tribune investigation found that Redflex company executives and lobbyists had paid for hotel rooms and spent thousands on entertainment for the city official overseeing the red light program.

Chicago?s red light cameras raised big revenues for the city. Redflex has operated a red-light program in the city since 2003, generating about $300 million in fines for the city and $97 million in revenue for itself. Redflex. Residents in the city have long complained about discrepancies between yellow light times in the city and its suburbs.

?We authorized an internal investigation and, though the inquiry is not complete, have learned that some Redflex employees did not meet our own code of conduct and the standards that the people of the City of Chicago deserve,? said Ryan, Redflex spokesperson, of the Chicago case. ?We will take corrective action and make additional information public.?

Automated traffic enforcement companies spend millions persuading local and state lawmakers to expand programs, using lobbyists, municipal partners and nonprofits to advance the cause. After spending $1.5 million lobbying Florida lawmakers over four years, American Traffic Solutions became the main-red light camera supplier in the state, winning contracts in more than 65 cities.

Territo, the spokesperson for American Traffic Solutions, defended efforts to expand red light camera programs, which he emphasized are above all about safety. ?Just as opponents of red-light safety cameras fund efforts to remove cameras, we expend resources on efforts to defend them,? he said.

Recognizing growing opposition to red light enforcement technologies, companies are looking to new markets. Both Redflex and American Traffic Solutions have active speed cameras in various markets, though 12 states have banned the technology. Both companies have also started programs to enforce rules prohibiting drivers from going around stopped school buses.

Redflex recently became the nation?s largest provider of school bus arm cameras, which catch drivers who speed past the stop signs that swing out from the side of school buses. The company has launched 10 pilot programs in six states.?

Matt Murschel: Miami a no-win situation for NCAA

The NCAA claims it found ?missteps? in its investigation into the University of Miami.

Missteps? The NCAA flat out plummeted off the cliff on this one.

No matter how you define it, the Miami investigation could become the NCAA?s Waterloo. It?s a battle the NCAA and its president, Mark Emmert, can?t win.

If the NCAA comes down hard on the university, questions will remain whether or not the investigation into the Hurricanes was fair and just. After these latest revelations, one would think this case is far from that point especially when you consider the NCAA admits it paid the attorney of its key witness, former booster Nevin Shapiro, to use illegal subpoena power to gain evidence against the school.

You don?t have to be a high-priced lawyer to figure out it?s a no-no.

On the other hand, if the NCAA hands down a slap on the wrist, there will be those who claim the organization didn?t do enough and will question whether previous sanctions handed down to programs like USC, Ohio State or Penn State were too harsh.

It?s a fair question and one I?m sure will be brought up in the coming months.

In response to its external investigation into its enforcement department, the NCAA reportedly fired its vice president of enforcement, Julie Roe Lach. She was the one who apparently approved the payments made to Maria Elena Perez, the attorney representing Shapiro in his bankruptcy trial.

She joins a handfull of investigators who have left or been fired for their handling of this case and several others.

In Lach?s case, her decision to approve those payments means the NCAA will now throw out evidence obtained from Perez. Evidence that accounts for 20 percent of the case against Miami. Still, Emmert believes the NCAA has enough evidence without it to move forward with its decision against the school.

Either way, it?s almost pointless now.

This case goes beyond what happened at the University of Miami several decades ago.

The focus shifts towards what happens now with the state of the NCAA. How does an organization that is suppose to oversee a growing industry like college athletics, find a way to keep up?

Several weeks ago, I called for change at the NCAA.

Maybe that change should come from the top.

Pakistan Shi'ites demand protection from militants

QUETTA, Pakistan (Reuters) - Pakistani Shi'ites furious over a sectarian bombing that killed 85 people protested on Monday, demanding that security forces protect them from hardline Sunni groups.

The attack, near a street market in the southwestern city of Quetta on Saturday, highlighted the government's failure to crack down on militancy in nuclear-armed Pakistan just a few months before a general election is due.

While the Taliban and al Qaeda remain a major source of instability, Sunni extremists, who regard Shi'ites as non-Muslims, have emerged as another significant security threat.

Shi'ite frustrations with waves of attacks on them have reached boiling point.

In Quetta, some ethnic Shi'ite Hazaras are refusing to bury their dead until the army and security forces go after Lashkar-e-Jhangvi (LeJ), the group which claimed responsibility for the latest bombing.

Around 4,000 men, women and children placed 71 bodies beside a Shi'ite place of worship. Muslim tradition requires that bodies are buried as soon as possible and leaving them above ground is a potent expression of grief and pain.

Protesters chanted "stop killing Shi'ites".

"We stand firm for our demands of handing over the city to army and carrying out targeted operation against terrorists and their supporters," said Syed Muhammad Hadi, spokesman for an alliance of Shi'ite groups.

"We will not bury the bodies unless our demands are met."

The paramilitary Frontier Corps is largely responsible for security in Baluchistan province, of which Quetta is the capital, but Shi'ites say it is unable or unwilling to protect them.

LeJ has stepped up suicide bombings and shootings in a bid to destabilize strategic U.S. ally Pakistan and install a Sunni theocracy, an echo of the strategy that al Qaeda pursued to try and trigger a civil war in Iraq several years ago.

The group was behind a bombing last month in Quetta, near the Afghan border, that killed nearly 100 people.

In Karachi, a strike to protest against the Quetta bloodshed brought Pakistan's commercial hub to a standstill.

Authorities boosted security as protesters blocked roads, including routes to the airport, disrupted rail services to other parts of the country and torched vehicles.

The roughly 500,000-strong Hazara people in Quetta, who speak a Persian dialect, have distinct features and are an easy target.

The LeJ has had historically close ties to elements in the security forces, who see the group as an ally in any potential war with neighboring India. Security forces deny such links.

The Black Keys' Patrick Carney has changed his name to Justin Bieber on Twitter, as his feud with the singer continues.

Last week, Justin Bieber said that Carney needs 'slapping' after the drummer criticised his music at the Grammys. Carney reacted to the comment by changing his Twitter, and now claims to be Justin Bieber to antagonise the pop brat's fans.

Earlier today (February 17), Carney took the internet hoax one step further by posting a link to the "new world premier" of a Justin Bieber track. However, the link is directed to a YouTube video of DEVO's 'Recombo DNA (demo)'.

Bieber fans have reacted badly to Carney's name change and they have been bombarding him with insults and negative comments. One fan tweeted, "Justin one joke about u and think it's ok to hate on Justin for attention???? Your life must be so sad," while another simply said: "Someone needs to take a pencil and shove it so far up your ass that you can't walk for months."

Justin Bieber is yet to comment on Patrick Carney's new Twitter name. The singer is currently on a European tour.
